Ladakh’s First Medical College Set to Open in 2027-28 Following Recruitment Approval by Union Ministry of Health

The CSR Journal Magazine

Ladakh’s inaugural medical college is scheduled to commence operations in Leh during the academic year 2027-28, following the Union Ministry of Health and Family Welfare’s approval for its establishment. This information was reported by official sources. The ministry has granted a one-time relaxation that permits the Union Territory administration to initiate phased recruitment for 103 sanctioned regular positions prior to the completion of 80 per cent of the college’s infrastructure.

The positions available include both faculty and support staff, which are essential for the functioning of the institution. Lieutenant Governor V K Saxena expressed his gratitude for this approval and thanked Union Health Minister J P Nadda for considering his request for the relaxation. The recruitment will occur concurrently with the construction of the Government Medical College’s academic facilities at Stipuk Pharka.

Saxena publicly acknowledged the importance of this approval in a post on X, stating that it would facilitate timely recruitment and ensure the college opens as planned. The approval was communicated through a letter dated October 13, 2026, directed to the commissioner-cum-secretary of the Ladakh Health and Medical Education Department.

Significance for Ladakh’s Healthcare System

The establishment of the medical college is anticipated to enhance access to medical education for students in Ladakh, allowing them to pursue their studies closer to home. This initiative is also expected to bolster the healthcare system in the region over time. Officials indicated that the college would improve the availability of trained medical professionals in Ladakh, where geographical and climatic challenges often hinder access to specialised medical services.

Saxena assured that the administration would make all necessary arrangements to welcome the first cohort of medical students, ensuring that the institution is adequately prepared to commence academic activities in the 2027-28 session. The decision to recruit staff while construction is ongoing aims to mitigate the risk of delays in the college’s opening.

The ministry’s communication outlined that the Department of Expenditure had reviewed and approved the recruitment proposal, subject to specific conditions. The 103 sanctioned posts were confirmed through a Department of Expenditure note dated November 27, 2024. Recruitment for these positions will be conducted in a staggered manner, aligned with the academic requirements identified by the Union Territory administration.

Conditions for Recruitment and Infrastructure Development

The ministry has mandated that all positions be filled on a regular basis, adhering strictly to the approved recruitment rules. Additionally, the administration has been instructed to ensure that any temporary arrangements for the college remain just that—temporary. Once the infrastructure at Stipuk Pharka is completed, all facilities and arrangements must transition to the permanent campus.

The administration is also required to establish reasonable timelines for the completion of the infrastructure and to inform the Department of Expenditure when the transition to the permanent campus occurs. The letter detailing these requirements was issued by Under Secretary Anurag Tiwari, with the approval of the competent authority, following the Ladakh administration’s request for timely college opening.

This relaxation from the ministry allows for the phased recruitment of faculty and support staff while construction is still underway. The first medical college in Ladakh is thus on track to admit its inaugural batch of students in the 2027-28 academic year, marking a significant development for the region’s educational and healthcare landscape.
