Mallikarjun Kharge to Discuss SIR and Delimitation with PM Modi Tomorrow

The CSR Journal Magazine

Congress President Mallikarjun Kharge is set to meet Prime Minister Narendra Modi on October 21 to discuss significant concerns raised by the opposition. Kharge intends to elaborate on the issues surrounding the Special Intensive Revision (SIR) of electoral rolls, the delimitation process, and the reservation for women. He has communicated these concerns directly to the Prime Minister through a letter, emphasising the need for a constructive dialogue.

Concerns Over Electoral Rolls and Delimitation

During a press interaction, Kharge expressed his intention to clarify the potential negative impacts of the SIR on electoral rolls. He stated, “I will explain everything to him tomorrow, including the harm caused by the SIR of electoral rolls.” The Congress leader also plans to address the implications of the ongoing delimitation exercise, which has generated considerable debate among political circles.

Kharge’s correspondence with Modi includes a call for an all-party meeting to discuss these pressing matters. He underscored the importance of transparency and collaboration, particularly regarding the proposed Delimitation Constitutional Amendment Bill. The Congress President has previously written to the Prime Minister, highlighting what he termed an “unprecedented” delay in the prorogation of Parliament following the Monsoon Session.

On October 20, Union Parliamentary Affairs Minister Kiren Rijiju responded to Kharge’s requests for a meeting. Rijiju noted that the government had sought cooperation from the Congress through multiple written communications earlier in the year. He indicated that, due to the lack of response from the Congress party regarding meeting dates, the government had consulted other political entities.

Govt’s Stance on Legislative Process

Rijiju addressed allegations of procedural impropriety concerning the delay in proroguing Parliament after the Monsoon Session was adjourned sine die on August 13. He clarified that there is no constitutional mandate specifying a timeframe for prorogation, urging the Congress to engage constructively rather than obstruct legislative processes.

In his previous letters, Kharge also raised concerns about the timing of legislative proposals, stating that 64 days had elapsed since the Monsoon Session’s adjournment without prorogation. He cautioned against the government attempting to push through significant constitutional amendments without adequate discussion among all political parties.

Kharge reiterated his request for an all-party meeting, stating, “I am now doing so for a fourth time. Please convene an all-party meeting to have a detailed discussion on your new proposals before they are finalised for consideration in Parliament.” This call reflects the Congress party’s ongoing efforts to ensure that all voices are heard in the legislative process.

Future Legislative Developments

The political landscape in India is poised for further developments as Kharge prepares to meet Modi. The outcome of this discussion could have significant implications for the upcoming legislative agenda, particularly regarding the delimitation process and women’s reservation. Observers will be keen to see how the government responds to the opposition’s concerns and whether a collaborative approach can be achieved.

As the Congress party continues to advocate for transparency and inclusivity in the legislative process, the focus remains on fostering dialogue among all political stakeholders. The meeting between Kharge and Modi may set the tone for future interactions and legislative initiatives as the government navigates these complex issues.

The upcoming discussions highlight the importance of cooperation in Indian politics, particularly in the context of significant constitutional amendments that affect the electoral landscape. The Congress party’s persistent calls for dialogue underscore the need for a unified approach to address the challenges facing the nation.
