The CSR Journal Magazine

On March 12, Chief Minister Himanta Biswa Sarma launched the distribution of seed capital under the Mukhyamantrir Mahila Udyami Abhijan (MMUA) initiative. The ceremony marked the distribution of Rs. 10,000 each to 5,155 women beneficiaries from the Jalukbari Legislative Assembly Constituency. The event was held at Swahid Smarak Kshetra in Boragaon, Guwahati, emphasizing the government’s commitment to foster entrepreneurship among women in the state.

During the event, the Chief Minister announced that the government has now disbursed funds to a total of 2,933,999 women across 119 assembly constituencies. This initiative is part of a broader goal to build a self-reliant Assam through the promotion of entrepreneurship.

Digital Transformation in Administrative Services

In addition to the fund distribution, the Chief Minister unveiled seven digital portals aimed at streamlining services in the Panchayat and Rural Development Department. Notable among these is the “Sewa Setu” portal, which aims to expedite business approvals via an online trade license system. Additionally, an e-office system will ensure more efficient communication between district councils and blocks, thereby enhancing administrative transparency.

Other digital initiatives include an online service records system for over 11,900 employees, alongside tools such as “Karmasetu,” which simplifies message submissions, and “Haat Tender,” which assures transparency in market leasing processes. The government also introduced the “Contractual Employees’ Pay Bill” system for timely salary disbursement, the “Smart Job Card” for accessing work details on mobile devices, and “Kaushal Connect” to connect skilled youth with job opportunities in various sectors.

Focus on Women’s Economic Empowerment

While addressing the attendees, Chief Minister Sarma elaborated on the overarching vision of the “Chief Minister’s Women Entrepreneurship Mission.” The core goal is to provide financial assistance to 3.2 million women, ensuring each receives an initial Rs. 10,000 to help kickstart their businesses. The Chief Minister reiterated that the program, executed in urban areas, is intended to minimize travel burdens on beneficiaries.

He highlighted plans for further financial support, stating that upon successful utilization of the initial amount, beneficiaries could qualify for additional instalments of Rs. 25,000 and Rs. 50,000. The objective is to enhance women’s financial independence and encourage them to aim for annual earnings of at least Rs. 1 lakh. The initiative aims to create opportunities for women to assemble in groups or invest in their families’ businesses to improve household incomes.

Future Development Initiatives and Employment Efforts

The Chief Minister also discussed broader developmental efforts, mentioning that in the last five years, the government has successfully created around 165,000 jobs, fulfilling its commitment of providing one lakh jobs. He instructed ward councillors to create lists identifying families in the Jalukbari constituency who missed out on benefits from the Orunodoi scheme for potential inclusion in the next phase.

Additionally, the Chief Minister made announcements regarding financial relief for families, including continued stipends for students through the Nijut Moina and Nijut Babu schemes. He addressed the land patta situation concerning residents in Guwahati’s hilly areas, revealing that various families have already been granted land pattas while promising expedited measures for others following the elections.

Further, the Chief Minister noted that the retirement age for 30,000 employees in the Panchayat Department has been increased to 60 years, with health and accident insurance benefits now in place. He emphasized the importance of public cooperation in driving societal development through innovative ideas and initiatives. The event was attended by key officials, including the Guwahati Municipal Corporation Mayor and various dignitaries, along with the women beneficiaries.
