Andy Burnham, the Mayor of Greater Manchester, has secured victory in a special election for the Makerfield Parliamentary seat, a result that significantly bolsters his position as a contender against Prime Minister Keir Starmer. Burnham’s triumph over Rob Kenyon from Reform UK was announced on Friday, further establishing him as a prominent figure within the Labour Party. This upset has intensified discussions about leadership within the party.
In his victory speech, Burnham expressed his commitment to enacting political change, stating, “If people put their trust in me, I will change politics.” He declared that he intends to elevate the fight for transformation as high as possible, signalling his readiness to confront existing challenges within the political landscape.
Burnham’s win comes at a time when Starmer’s approval has dwindled since Labour’s substantial general election success in July 2024. The Prime Minister has faced difficulties in fulfilling his pledges regarding economic growth, public services, and alleviating the cost of living crisis. Recent controversies, including the appointment of Peter Mandelson as the UK’s ambassador to the United States, have further complicated Starmer’s position.
Political Climate and Calls for Leadership Change
The Labour Party’s disappointing performance in local elections in May provoked a wave of calls for Starmer’s resignation. Despite pressures from party members, including notable figures like Wes Streeting, who resigned as health secretary, Starmer has maintained his resolve to stay in office. He faces ongoing challenges from within the party, as senior colleagues advocate for a change in leadership.
Following the resignation of Labour MP Josh Simons from the Makerfield seat, a special election was initiated, creating an opportunity for Burnham to return to Parliament. Within the framework of Britain’s parliamentary system, party leaders can be changed mid-term, allowing a new leader to assume the role of Prime Minister without a general election.
Requirements for challenging the current leader necessitate the support of one-fifth of the party’s MPs in the House of Commons, equivalent to 81 lawmakers. Streeting has indicated a willingness to compete for leadership if Starmer does not resign, although Burnham is widely perceived as the more viable candidate for succession.
Burnham’s Vision for the Future
At 56, Burnham has been leading Manchester since 2017 and is often referred to as the “King of the North.” He aims to bring his version of “Manchesterism” to a national platform. On election day, Burnham released a statement emphasising the opportunity for the people of Makerfield to “write a new script” through their vote, highlighting his commitment to engaging with local constituents.
Starmer, who is currently attending the G7 summit in France, has reaffirmed his intention to remain in his position, asserting that he has a mandate for change based on the previous electoral success. He stated, “I will fight if there’s a challenge. I’m not going to walk away from that.” Starmer suggested that should Burnham succeed, he might be offered a Cabinet role, although Burnham’s supporters have indicated he is not interested in such an offer.
Political analysts, including Rob Ford from the University of Manchester, believe that Burnham’s re-entry into Parliament will significantly increase the pressure on Starmer. Ford noted that Burnham’s victory against Reform UK not only boosts his reputation as a key asset for Labour but also underscores his unique capabilities to rejuvenate the party’s appeal to voters.
Burnham is anticipated to travel to London soon to be sworn in as an MP. It is expected that he will seek a meeting with Starmer to propose a structured transition regarding leadership. While Starmer currently remains resolute in not resigning, it is evident that the dynamics within the Labour Party have become more intense following Burnham’s recent success.
