The number of active gun licences in Manipur has risen sharply over the past several years, with official data pointing to a significant surge following the outbreak of ethnic violence in May 2023. Government figures show that active licences increased from 26,836 in December 2016 to 35,117 in July 2023. As of February 2026, the number has further climbed to 42,344.
Officials said that between July 2023 and February 2026, registered licence holders grew by 20.58 per cent. The rise has largely been attributed to the ethnic violence that erupted in the state on May 3, 2023. Notably, the current number of licensed firearms far exceeds the 6,020 weapons officially reported as looted from police armouries since the violence began.
Surge in applications during peak clashes
Authorities revealed that around 7,227 new gun licences were issued across districts after the outbreak of violence. Since the BJP-led government assumed office in March 2017, approximately 15,000 licences have been granted in the state.
Officials also recorded an unprecedented spike in applications at the height of the clashes. “Under normal circumstances, we receive not more than 50 applications a month. During the peak of the violence, the number rose to at least 300 applications per day,” a senior official said.
Before the unrest, several residents from valley districts had reportedly applied for licences in hill districts such as Senapati, Kangpokpi and Tengnoupal, fearing possible rejection during background verification in their home districts.
However, after the violence began, most applicants started filing requests within their respective districts.
Renewal rules and monitoring measures
Under the Arms Act, licence holders are required to renew their permits every two years, failing which the firearm is deemed illegal. Authorities have issued reminders to ensure timely renewals and to prevent potential misuse.
Officials also acknowledged instances in certain districts where individuals with criminal records were found in possession of licensed firearms. The administration has stated that it is closely monitoring compliance with legal provisions and reviewing cases to prevent any misuse of licensed weapons.
