The SVAMITVA Scheme aims to provide a legal Record of Rights to property owners in rural areas. The initiative focuses on mapping rural inhabited land using advanced technologies like drone surveys and Continuously Operating Reference Stations (CORS). This systematic approach generates precise maps of village abadi areas, thereby aiming to minimise property disputes by clearly defining boundaries and establishing legal documentation of ownership.

Union Minister Rajiv Ranjan Singh, also known as Lalan Singh, shared this information in a written response to the Rajya Sabha on August 5, 2026. The scheme not only produces maps but also follows a transparent process for ground verification and dispute resolution, ensuring that property records are confirmed with fairness and accuracy. This method contributes significantly toward enhancing the legal standing of property ownership in rural regions.

Loans Disbursed Under the Scheme

As of now, the Ministry of Panchayati Raj has reported the disbursement of 11,147 loans totalling Rs 1,713 crore, facilitated by property cards issued under the SVAMITVA Scheme. These loans aim to improve the financial stability of rural households and promote investment in property and infrastructure development. The secure property rights established through this scheme play a crucial role in enabling property owners to access financial resources.

The Ministry works in close collaboration with the Survey of India and state governments to carry out the drone surveys required for creating accurate Geographic Information System (GIS)-based maps. Regular monitoring of the scheme’s implementation is conducted through review meetings with the respective states to ensure that the mapping is completed in a timely manner.

The information generated from this scheme is shared with state governments, creating a framework for efficient spatial planning and resource management in rural areas.

Use of Technology in Rural Planning

The spatial data collected under the SVAMITVA Scheme is integrated into a GIS-based application known as Gram Manchitra, which has been developed by the Ministry of Panchayati Raj. This application enables Gram Panchayats to visualise vital village-level geospatial information, such as habitation areas, roads, public facilities, natural resources, water bodies, and other community assets.

By combining geospatial data from different sources, including the SVAMITVA Scheme and planning data, Gram Manchitra supports the preparation and implementation of Gram Panchayat Development Plans (GPDPs). The application plays a pivotal role in identifying gaps in infrastructure, prioritising development efforts, optimising asset creation, and facilitating ongoing project monitoring.

In addition, Gram Manchitra promotes the convergence of resources across various government schemes. This holistic spatial overview enhances decentralised planning, increases transparency, and allows for informed decision-making by Gram Panchayats, ultimately aiming for sustainable rural development.

The SVAMITVA Scheme encompasses eligible rural inhabited areas as outlined in its guidelines, and to date, drone surveys have successfully been conducted in 3.30 lakh villages, contributing to the overall objective of modernising rural land records in India.
