US President Donald Trump has put forward a significant proposal to Iran at a crucial juncture in the ongoing geopolitical tensions. The offer suggests that the United States would lift naval blockades and economic sanctions against Iran in exchange for Tehran agreeing to facilitate the reopening of the critical Strait of Hormuz. Additionally, Iran would need to curtail attacks carried out by groups allied with it throughout the region. This proposal was reportedly communicated via Pakistan’s Chief of Army Staff, Asim Munir, during his recent official visit to Tehran.

The discussions occurred following a phone call between Munir and President Trump, which was centred on the current state of the conflict. During the visit, Munir engaged in what was described as “clear and decisive” dialogues with Mohsen Rezaei, who is the secretary of Iran’s Supreme National Security Council and an aide to Supreme Leader Ayatollah Ali Khamenei. The Strait of Hormuz has increasingly become a focal point in negotiations surrounding the escalating tensions between the US, Israel, and Iran.

The core of the US proposal is a reciprocal agreement. There is a clear expectation from the US that Tehran will ensure free navigation through the Strait of Hormuz while using its influence to prevent attacks by Iranian-backed groups in the region. Munir also stressed the importance of Iran returning to compliance with a 14-point Memorandum of Understanding (MoU) established with the US in June, recalling that both nations have contributed to the erosion of prior agreements.

Iran’s Response to the Proposal

Despite the offer, Iranian officials have indicated a reluctance to accept the proposal without modifications from the US. Mohsen Rezaei underscored Iran’s crucial role in ensuring security around the Strait of Hormuz and called for a change in US behaviour. He emphasised that the US “must change its behaviour and take practical steps” to honour the existing terms of the MoU. The Iranian leadership has frequently cited instances of the US’s failure to uphold prior commitments, exacerbating mistrust and complicating diplomatic efforts.

Moreover, Mohammad Bagher Ghalibaf, the Speaker of Iran’s Parliament, highlighted numerous violations by the US, claiming these breaches have weakened confidence and made it more challenging to achieve regional stability. President Masoud Pezeshkian remarked that American “coercion and bullying” would hinder diplomatic initiatives, while expressing Iran’s readiness for peaceful cooperation with nearby Islamic nations.

Progress Reported by Pakistan

Pakistan has described the talks as fruitful, with efforts aimed at addressing the conflict and fostering peace in the region. Mohsin Naqvi, Pakistan’s Interior Minister who accompanied Munir, noted that the dialogue marked “significant progress” concerning the US-Israeli contention against Iran and potential pathways toward peace. He shared that the Iranian President candidly discussed the government’s perspective during their constructive exchange.

A statement from the Pakistani military highlighted that discussions encompassed strategies to de-escalate tensions, facilitate the reopening of the Strait of Hormuz, and expedite the resolution of the ongoing conflict. The parties also deliberated on regional peace and steps towards a negotiated settlement. This diplomatic push comes in the wake of Trump’s recent warning that nations extending any support to Iran may face economic repercussions as the US deepens its efforts to isolate Tehran.

The United States has also initiated “D-Day” sanctions against Iran and its allies in this context. Iran, on its part, has threatened to curtail oil exports from the Gulf, further straining relations and complicating matters in a region prone to conflict.
