Uttarakhand: Section 163 Imposed in Dehradun’s Industrial Areas Amid Labour Unrest

The Dehradun district administration has implemented Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) in response to increasing labour unrest in the Selakui and SIDCUL industrial zones. This measure aims to ensure law and order due to escalating protests and incidents of stone-pelting. The directive was issued on May 17, 2023, by Additional District Magistrate (Administration) Krishna Kumar Mishra, following instructions from District Magistrate Savin Bansal.

Protests and Allegations

Reports indicate that workers at several manufacturing facilities in Selakui, including prominent companies such as Lightanium Technology Pvt. Ltd., Dixon Technologies, and Global Medicos, have engaged in demonstrations calling for higher wages. These protests have raised concerns among local authorities as incidents of stone-pelting have reportedly occurred, further exacerbating tensions in the area.

Officials have highlighted that certain individuals are allegedly inciting unrest by disseminating false information via social media and other platforms. In light of these developments, the Local Intelligence Unit has been mobilised, and additional police personnel have been assigned to the industrial sites to mitigate potential conflicts.

In accordance with Section 163, various restrictions have been imposed to prevent violence in the Selakui and SIDCUL regions. This includes prohibitions on the possession of any weapons, sticks, rods, or other harmful objects. Additionally, activities involving the gathering of bricks, stones, or any items that could potentially facilitate violence have been outlawed.

Restrictions and Enforcement Measures

The prohibitory orders further encompass restrictions on public activities such as slogan shouting, the use of loudspeakers, and any form of public gatherings or rallies without prior permission. The assembly of five or more individuals in public areas has also been forbidden, along with processions that involve vehicles like buses and tractor-trolleys. The district administration has pledged to take stringent action against individuals found damaging government property.

This order is intended to uphold peace, security, and social harmony within the industrial sectors. Any violations of the imposed restrictions will be subject to penalties under Section 223 of the Bharatiya Nyaya Sanhita (BNS). The regulations will remain effective until further notice, and local police will be responsible for ensuring that the restrictions are widely publicised and enforced.

District Magistrate Savin Bansal has also urged the general public, along with labour unions and local businesses, to foster an environment of peace and to refrain from spreading or acting upon rumours or misleading information. In a bid to maintain stability, he has called for collective vigilance and cooperation.
