Cabinet Approves ₹10,000 Crore Scheme to Enhance Domestic Container Manufacturing

The CSR Journal Magazine

The Union Cabinet has sanctioned a ₹10,000 crore initiative aimed at boosting the domestic shipping container manufacturing sector. Union Minister of Information and Broadcasting, Ashwini Vaishnaw, made the announcement on Wednesday. The scheme, known as the Container Manufacturing Promotion Scheme (CMPS), is set to operate for a duration of 13 years, concluding in the financial year 2039-40. Its primary objective is to enhance local production capabilities and elevate the global competitiveness of Indian manufacturers.

Vaishnaw indicated that the government aspires for India to account for 15 to 20 per cent of the global container manufacturing market. This initiative comes in response to disruptions in maritime trade and shipping caused by ongoing global conflicts, which have led to a scarcity of shipping containers.

Key Components of the Scheme

The CMPS will provide support through four distinct components, which include interest subvention, testing and certification assistance, land leasing support, and operational expenditure (OPEX) assistance. Under the interest subvention aspect, ₹859 crore has been allocated to offer a 3 per cent annual interest subsidy on term loans for eligible manufacturers. This financial support aims to ease the burden of initial investment costs for new entrants into the market.

New manufacturing units are required to achieve a minimum annual capacity of 100,000 twenty-foot equivalent units (TEUs), while existing units looking to expand must increase their capacity by at least 25,000 TEUs. Both categories must be operational within three years of receiving in-principle approval and must adhere to international container standards.

The operational expenditure assistance constitutes the largest portion of the scheme, with an allocation of ₹8,891 crore. This component is designed to help domestic manufacturers maintain cost competitiveness during their formative years. The assistance provided will vary based on the size and type of containers produced, with manufacturers receiving ₹49,500 for each 20-foot container and ₹86,625 for each 40-foot container.

Land Leasing and Local Sourcing Requirements

The scheme includes provisions for land leasing, allowing major port authorities to offer land to container manufacturing units at a reduced rate of 25 per cent. This is accompanied by relaxations to the Policy Guidelines for Land Management (PGLM). Additionally, the scheme establishes minimum domestic content requirements aimed at fortifying the local supply chain.

Manufacturing units must adhere to a minimum local content threshold of 70 per cent until the financial year 2032, which will increase to 90 per cent from the financial year 2033 onwards. These stipulations are intended to promote local sourcing and enhance the domestic manufacturing ecosystem.

Employment and Economic Impact

The government anticipates that the CMPS will create approximately 3,000 direct jobs and over 50,000 indirect jobs. This initiative is also expected to bolster ancillary industries that supply essential components and materials, such as corner castings, specialised steel, wooden frames, and paints. The scheme aims to stimulate economic growth and employment opportunities within the manufacturing sector.

Overall, the Container Manufacturing Promotion Scheme represents a significant investment in India’s manufacturing capabilities, with the potential to transform the domestic shipping container industry and enhance the country’s position in the global market.
