Government Decision on Dearness Allowance

The Union Cabinet has approved a 3% increase in the dearness allowance (DA) for central government employees, alongside a similar rise in dearness relief (DR) for pensioners. This adjustment raises the DA and DR from 60% to 63% of the basic pay and pension, respectively. The financial implications of this decision are estimated at Rs 10,016 crore, aimed at assisting employees and pensioners in managing the effects of inflation.

Union Minister Ashwini Vaishnaw announced this decision following the Cabinet meeting held on Wednesday, October 28. He characterised the DA hike as a Diwali gift from the Prime Minister to 48 lakh central government employees and 68 lakh pensioners, indicating the government’s commitment to support its workforce during the festive season.

Details of the Dearness Allowance Increase

The recent revision marks an increase of three percentage points in the DA, moving from the previous rate of 60% of basic pay to 63%. Similarly, the DR for pensioners will also rise from 60% to 63% of their basic pension. This allowance is periodically revised to reflect changes in the cost of living, thereby increasing the monthly pay for employees based on their basic salary.

For example, a central government employee earning a basic salary of Rs 18,000 will see an increase of Rs 540 in their monthly pay due to this adjustment. An employee with a basic pay of Rs 35,400 will receive an additional Rs 1,062 monthly. Pensioners will benefit from a corresponding increase in their monthly dearness relief, calculated based on their basic pension.

The latest hike follows a previous increase announced in April 2026, when the government raised both DA and DR by two percentage points, from 58% to 60%, effective from January 1, 2026. The government typically revises these allowances twice a year, with changes taking effect on January 1 and July 1. This latest increase pertains to the July 2026 instalment.

Impact on Take-Home Salary

The three-percentage-point increase does not equate to a uniform 3% rise in an employee’s total salary. The DA is calculated solely on basic pay, meaning the additional amount varies depending on the employee’s pay scale. For instance, an employee with a basic salary of Rs 18,000 will see their monthly DA rise from Rs 10,800 at the previous rate to Rs 11,340 at the new rate, resulting in an increase of Rs 540.

For an employee earning a basic salary of Rs 50,000, the monthly DA will increase from Rs 30,000 to Rs 31,500, an increment of Rs 1,500. Pensioners will experience a similar adjustment in their monthly dearness relief, which will be determined by their eligible basic pension. The revised DA and DR rates will be applicable under the terms specified in the government order.

Eligible employees and pensioners will also be entitled to arrears from the effective date of the revision, according to the stipulations of the government order. The cumulative financial burden of Rs 10,016 crore reflects the overall cost of implementing the DA and DR adjustments for the government.
