The Chief Minister of Tamil Nadu, C Joseph Vijay, officially introduced a new initiative on September 28, 2026, aimed at presenting newborns with a one-gram gold ring. The launch took place at Government Rajaji Hospital in Madurai, where he distributed rings to 25 infants in the auditorium and an additional 10 in the maternity ward. This initiative, named the Thaaimaman Thanga Mothiram Thittam or Maternal Uncle Gold Ring Scheme, was a significant electoral promise made by Vijay’s political party, the Tamilaga Valvukkal Katchi (TVK).

Significance and Objectives of the Scheme

The term ‘Thaaimaman’ translates to maternal uncle in Tamil, reflecting the cultural tradition where it is customary for a maternal uncle to bestow a gold ring or similar gift upon a newborn. By implementing this scheme, the Tamil Nadu government aims to fulfil that customary role. Furthermore, officials report that the programme also intends to promote the use of public healthcare facilities among families giving birth, with the state estimating that approximately 4.2 lakh out of 7.8 lakh annual births occur in government hospitals.

The financial allocation for this initiative amounts to Rs 755.83 crore annually, highlighting the government’s commitment to supporting families during childbirth and ensuring they have access to the necessary resources. The scheme is designed not only as a gift but also as encouragement for families to utilise the healthcare services provided by the state.

Eligible newborns will each receive a ring made from one gram of 22-carat gold, which will bear a unique serial number and will be packaged in tamper-proof containers. To qualify for the scheme, newborns must have mothers who are permanent residents of Tamil Nadu and delivered in government hospitals or primary health centres. Mothers must also be enrolled under the Pregnancy and Infant Cohort Monitoring and Evaluation (PICME) system and possess a Reproductive and Child Health (RCH) ID. The rings will be provided to mothers upon their discharge from the hospital.

Eligibility and Distribution Logistics

The scheme notably includes newborns born prior to its official launch, covering those eligible from June 22, 2026. However, certain areas, especially within the Maduranthakam and Dharapuram Assembly constituencies, will not be included at this stage, as by-elections are scheduled to be held there on October 6.

The Tamil Nadu government has established orders for a total of 1,28,499 rings, which will be distributed to cover births that occurred between June and September. Plans are in place to procure a total of 4,41,667 rings throughout the year. The Tamil Nadu Medical Services Corporation has awarded 70 per cent of this initial order to Joyalukkas and 30 per cent to Kalyan Jewellers, with the overall cost hinging on the current market price of gold. The government estimates the initial outlay for these rings to be around Rs 220 crore.

Monitoring the distribution of the rings will be overseen by district-level committees led by local collectors. These committees will ensure an efficient inventory system and manage the distribution process, aiming to fulfil the needs of families benefiting from this initiative. The overall implementation of the scheme signifies a commitment to enhancing the support available to families in Tamil Nadu during critical early life stages.
