SIR in West Bengal: Where to get Online Enumeration Form?

The Election Commission of India announced that enumeration forms will be available online for voters absent at their respective residences in West Bengal from Thursday (November 6) morning for the ongoing Special Intensive Revision (SIR) exercise. Meanwhile, Booth Level Officers (BLOs) started the work of delivering enumeration forms door to door from Tuesday, November 4. In some places, they are also explaining the public about this form. Help is also being provided to fill up the form physically.

As declared by the ECI, Enumeration form will be available online from Thursday. It will be available on West Bengal’s Chief Electoral Officer’s portal, https://ceowestbengal.wb.gov.in/ as well as on the commission’s app, ECINET.
The enumeration form will have to be downloaded and filled up and then uploaded on the website again. That system will be on the website or app. Who are eligible fill up this form online? All voters who are away from home due to work, those who are unable to get the enumeration form from the BLO are eligible to fill the form online and submit it.

Upload Enumeration form as instructed on portal

“Once the forms are made available online, voters who are unable to physically collect them from their respective BLOs can download the same and fill it up in pretty much the same manner as they would have done in the offline mode. They would then be able to upload the filled up form by following instructions which would be available on the portal,” an official said.

Why online facility was not launched on November 4?

The process of Special Intensive Correction or SIR in the voter list has been started in the state. BLOs are providing enumeration forms door to door. But initially that form was not available online. When announcing the special intensive correction in the voter list in Bengal, Chief Election Commissioner Gyanesh Kumar had said that this work can also be done online. This facility will be launched for migrants and citizens living abroad. But in practice, it was seen that the online service was not launched from Tuesday, November 4, the first day of distribution of enumeration forms.

While over 80,000 Block Level Officers (BLOs) are already deployed on field across 294 assembly constituencies of the state to physically distribute and collect enumeration forms at voters’ households, the commission’s plan for their simultaneous online distribution had suffered a setback on day one on account of what it called “technical glitches”. Citing technical glitches, the commission had said that the enumeration forms were available from Thursday morning.
