Russia to Supply 9.5 Million Barrels of Oil to India Amid Supply Disruptions

The CSR Journal Magazine

Russia is prepared to redirect a substantial shipment of oil to India as a response to recent supply disruptions from the Middle East. Approximately 9.5 million barrels of Russian crude are positioned in vessels close to Indian waters and are expected to arrive within a matter of weeks, according to an industry source familiar with the details. The exact original destinations of the non-Russian fleet’s cargoes remain unspecified, but their deliveries to India aim to provide timely relief for refiners facing critical shortages.

India’s Vulnerability to Supply Shocks

India currently finds itself vulnerable to potential supply shocks, with its crude oil stocks providing coverage for only about 25 days of demand. Similarly, refineries are holding limited inventories of essential fuels such as gasoil, gasoline, and liquefied petroleum gas. In light of escalating tensions in the Middle East, officials in New Delhi are actively seeking alternative sources of oil to safeguard against ongoing conflicts, with potential supply alternatives being evaluated within the next 10 to 15 days.

Impact of Strait of Hormuz Disruptions

The challenges have immediate implications for the market, particularly considering that around 40% of India’s crude oil imports transit through the Strait of Hormuz. This vital shipping route has come under threat due to recent Iranian attacks on vessels, which occurred in the aftermath of targeted strikes by U.S. and Israeli forces against Iranian positions. As a result, India, as the third-largest oil consumer globally, is urgently pursuing alternative sources of crude to meet its needs.

Changes in Russian Crude Imports

India’s imports of Russian crude saw a decline to approximately 1.1 million barrels per day in January, marking the lowest level since November 2022, as New Delhi looked to mitigate the effects of U.S. tariffs. This situation caused Russia’s share of India’s overall oil imports to dip to 21.2%. However, the share has rebounded to around 30% by February. Indian refiners maintain ongoing communication with traders involved in Russian crude, though any potential increase in imports will rely on guidance from the Indian government amidst ongoing trade discussions with the United States.

Responses to U.S. Economic Pressure

In recent developments, U.S. President Donald Trump indicated that punitive tariffs imposed on India regarding Russian oil imports would be lifted, under the condition that New Delhi ceases further purchases. However, Indian officials have reiterated their strategy to diversify sources of oil according to market conditions and the shifting dynamics of international relations. Requests for comments from India’s foreign and oil ministries, as well as the Russian embassy in New Delhi regarding increased oil purchases, have not received immediate responses.

Market Trends in Oil Pricing

Despite Russian oil being available at discounted prices since the onset of the Ukraine conflict in 2022, the price gap is expected to narrow, reflecting a shift toward a sellers’ market. Furthermore, Russia is also willing to supply liquefied natural gas to India, especially following a suspension of production by major supplier Qatar amid escalating conflicts. Indian companies have started to curtail gas supplies to some industrial users to manage supply shortfalls in light of these developments.

Regional Supply Dynamics

Both China and India, Asian powerhouses in energy consumption, rely on the Middle East for about half of their crude imports. However, India’s storage capacities are considerably lower than those of China, leaving it more susceptible to regional supply fluctuations. Recently, Trump implied that the U.S. Navy could potentially escort oil tankers through the Strait of Hormuz if deemed necessary, in addition to directing the U.S. International Development Finance Corporation to offer political risk insurance for Gulf maritime operations.
