Passports Emerge as Central Election Issue in Assam

The CSR Journal Magazine

The upcoming Assam Assembly elections have highlighted an unusual focus on passports, with the Bharatiya Janata Party (BJP) and Congress engaging in a pointed exchange over the subject. This debate touches on themes of identity, the assertion of citizenship, and loyalty to the nation. Assam, which conducted a comprehensive National Register of Citizens (NRC) exercise in 2019, has seen identity discussions persistently shape its political landscape.

As residents prepare to cast their votes on April 9, BJP leader and Chief Minister Himanta Biswa Sarma directed allegations at Congress state president Gaurav Gogoi concerning the purported surrender of a minor’s Indian passport in favour of a British one. This tactic aims to create an impression of disloyalty among Congress leaders regarding their allegiance to India.

Counter Allegations Intensify Political Rhetoric

In response, Congress spokesperson Pawan Khera organised a press conference where he accused Sarma’s wife, Riniki Bhuyan Sharma, of possessing three passports. Sarma promptly dismissed these claims and countered with assertions that evidence linked Khera and Gogoi to a Pakistani social media group, an accusation intended to further question their fidelity to national interests.

During this exchange, Sarma reiterated that Pakistani media’s focus on Gaurav Gogoi demonstrates a “strong connection” to the neighbouring country, thereby seeking to undermine Gogoi’s credibility within the state. This strategy appears designed to paint Gogoi as an untrustworthy figure in the eyes of Assamese voters.

Political analysts have noted that this framing essentially converts the election into a contest over national loyalty. The BJP’s strategy in Upper Assam, which is historically a stronghold for the party, relies significantly on emphasising the questions of identity in the face of demographic diversity.

Implications for Electoral Dynamics

The issues surrounding passports have overshadowed other significant topics in the state, such as regional development and social welfare. The political tussle has reached the point where an FIR has been filed against Khera, leading to police involvement at his residence. Actions taken by both parties suggest that the stakes of the election have led to an aggressive exchange of allegations as they vie for voter support.

Sarma’s attempts to link Gaurav Gogoi to Pakistan resonate deeply in political circles, especially with the historical context of ethnic identity in Assam. Gaurav, belonging to the Ahom community, finds himself at a strategic disadvantage as Sarma seeks to undermine his credibility among voters by raising questions regarding loyalty and citizenship.

This clash illustrates a complex interplay of local identities and national politics, where the narrative of belonging to India becomes a critical focal point. The BJP, having made significant inroads into Upper Assam since Sarma joined the party in 2015, aims to reaffirm its dominance through such narratives, particularly against a backdrop of traditional Congress strongholds in Lower Assam populated by a sizeable Muslim community.

Conclusion: National Identity at the Forefront

The contentious debate over passports, representing proof of nationality, has transformed into a crucial issue in the upcoming Assam elections. Both the BJP and Congress are utilising nationalist rhetoric to appeal to voters, reframing identity politics to fit their strategies in the run-up to the polls. The outcome will inevitably reflect not just party affiliations, but also the electorate’s sentiments on identity and loyalty in Assam.
