Who is Parag Jain Appointed as RAW Chief Amid Rising Regional Security Challenges?

The Indian government has officially named senior IPS officer Parag Jain as the next head of the Research and Analysis Wing (RAW), the country’s external intelligence agency. Jain will assume office on July 1, succeeding Ravi Sinha, whose term ends on June 30. The appointment, approved by the Appointments Committee of the Cabinet, grants him a fixed two-year tenure.

A 1989-batch IPS officer from the Punjab cadre, Jain is currently in charge of RAW’s Aviation Research Centre (ARC), which plays a key role in aerial surveillance and reconnaissance operations. His elevation to the top post follows an extensive career spanning both domestic law enforcement and international intelligence operations.

Jain is widely regarded in intelligence circles for his sharp operational skills and ability to bridge human intelligence (HUMINT) with advanced surveillance technologies. His reputation was cemented during the high-impact Operation Sindoor, when Indian missile strikes targeted terror camps across the border in Pakistan and Pakistan-occupied Kashmir, following the brutal killing of 26 civilians in Pahalgam on April 22. The officer’s team provided vital intelligence that enabled precision strikes, though Indian officials clarified that the success was built on years of groundwork.

“The missile hits took minutes, but the targeting required years of network-building,” said a senior source involved in the operation.

Parag Jain’s Punjab Policing Tenure Laid Groundwork for RAW Role

Before rising through the ranks in the intelligence community, Jain held critical policing roles during the turbulent period of terrorism in Punjab. He served as SSP in districts including Bathinda, Hoshiarpur, and Mansa, and later as DIG in Ludhiana. He was also SSP of Chandigarh. These assignments laid the foundation for his future in intelligence, where he later gained deep experience in cross-border threat assessment.

Within RAW, Jain has long focused on Pakistan-related intelligence. He operated in Jammu and Kashmir during the politically sensitive phase surrounding the abrogation of Article 370, and also played a strategic role during Operation Balakot. His postings abroad include Indian diplomatic missions in Sri Lanka and Canada. During his tenure in Canada, he is known to have tracked the activities of Khalistani groups and warned about the growing risks posed by them.

He was promoted to the rank of Director General of Police (DGP) in Punjab on January 1, 2021. However, being on central deputation at the time, the promotion remained notional. He has also been empanelled to hold senior-level posts equivalent to central DGP, underscoring his credibility in national security roles.

Parag Jain Takes Charge as RAW Faces Heat Over Intelligence Gaps

Jain’s appointment comes at a critical juncture. RAW has faced criticism for intelligence lapses, especially in failing to anticipate the Pahalgam attack. As Pakistan’s military leadership—now under Field Marshal Asim Munir—pushes an aggressive cross-border agenda, India’s intelligence apparatus is under pressure to respond proactively. Analysts argue that RAW must now enhance its ground-level assets rather than rely primarily on technical means.

Sources within the intelligence establishment view Jain as a strategic yet discreet operator. “He’s methodical, low-profile, and known to let the work speak,” said one official familiar with his style.

With increased global volatility and regional tensions, the new RAW chief is expected to steer the agency through complex challenges, including terrorism threats, cyber surveillance, and foreign interference in India’s neighbourhood. His leadership will also be crucial as RAW seeks to recover from recent operational shortcomings in Maldives and Bangladesh, which had exposed vulnerabilities in India’s external intelligence outreach.

Ravi Sinha, whose term is concluding, led RAW with a relatively understated profile. Jain, now stepping into the role as RAW’s top officer, is expected to bring a blend of operational agility and long-term strategic focus to India’s intelligence frontlines.
