NPCI Delays UPI MDR Implementation Until After Diwali Festivities

The CSR Journal Magazine

The National Payments Corporation of India (NPCI) has announced a delay in the implementation of the Merchant Discount Rate (MDR) for UPI transactions. Originally set to commence on 15 October, the new timeline is now aligned with the festive season, specifically Diwali. The decision was made by the UPI and Services Steering Committee, which considered the impact of the festive period on merchants and consumers alike.

New Implementation Timeline

The NPCI has indicated that the MDR charges will be implemented shortly after Diwali, with the exact date to be confirmed in a future announcement. Diwali is scheduled for 8 November 2026, and if the NPCI adheres to its commitment for immediate implementation, the charges are expected to take effect from 9 November. This postponement allows for a period during which UPI transactions exceeding ₹2,000 will remain free of MDR charges.

This decision aims to support merchants and consumers during a peak shopping season, thereby facilitating smoother transactions without additional costs. The UPI platform has gained significant traction in India, and the introduction of MDR charges is a pivotal move in its evolution as a payment system.

The NPCI has not specified the exact percentage of the MDR that will be applied to transactions, but it is anticipated that the charges will vary based on the merchant’s category and transaction volume. The implementation of these charges is expected to impact the cost structure for merchants who rely on UPI for their sales.

Impact on UPI Transactions

With the implementation of MDR charges, UPI transactions over ₹2,000 will incur fees, which could influence consumer behaviour and merchant pricing strategies. The decision to delay the charges is seen as a strategic move to encourage continued usage of UPI during the festive season, a time when many consumers engage in higher spending.

The UPI ecosystem has been instrumental in promoting digital payments across India, and the introduction of MDR is part of a broader strategy to enhance the sustainability of this payment method. Stakeholders in the financial sector are closely monitoring developments, as the transition to MDR could have significant implications for the overall digital payment landscape.

As the situation develops, further details regarding the specific MDR rates and their application will be communicated by the NPCI. Stakeholders are advised to stay informed about these changes, as they will be crucial for planning and operational adjustments in the coming months.
