A student from Gautam Buddha University, Akshat Tripathi, was served a notice demanding a personal bond of Rs 5 lakh as a preventive measure. This action was taken by police after they allegedly accused him of encouraging fellow students to join a protest led by the Cockroach Janta Party (CJP) at Jantar Mantar in Delhi. The notice was issued on September 4, 2026, by the Office of the Executive Magistrate, Third, Greater Noida Commissionerate, under provisions of Section 130 of the Bharatiya Nagarik Suraksha Sanhita.

According to police, the action followed investigations initiated under Sections 126 and 135. The notice aimed to maintain public order, prompting Tripathi to provide a financial guarantee against any potential breach of peace. Tripathi has denied these allegations, stating that he participated in the protest peacefully and was not enrolled in university classes as the institution had been closed for nearly three months.

Police Report and Revocation of Notice

The notice indicated suspicions that Tripathi was inciting university students to partake in the CJP protest while disseminating what police described as “anti-government and misleading” information. Authorities expressed concerns that such actions could escalate tensions and disrupt public order. In the notice, Tripathi was asked to justify why he should not be compelled to maintain peace by securing the personal bond along with two sureties from local individuals.

On September 5, a hearing was initially scheduled regarding this matter. A police report submitted by sub-inspector Shiva Pandey outlined the allegations against Tripathi, who hails from Jhunsi in Prayagraj and currently resides in the Ecotech-1 area. The report detailed the police’s view that Tripathi’s activities fostered an uneasy atmosphere within the university.

However, on September 4, police at the Ecotech station revoked the notice after a review of the situation. Authorities noted that once the matter was brought to their attention, necessary steps were taken to annul the order.

Responses from Student Groups and Activists

In a video shared on social media, Tripathi rejected the police’s claims, reiterating the peaceful nature of his participation in the protest. He also mentioned that he sustained injuries during a police action that occurred on July 20 when protesters moved towards Parliament. His video and statements have drawn considerable public attention regarding the police’s intervention.

The Students’ Federation of India condemned the actions taken against Tripathi, labelling them as “repressive”. They voiced concerns regarding the implications of such measures on student rights and freedom of expression, urging scrutiny of the Uttar Pradesh government’s approach to student activism.

Responding to the incident, Saurav Das, co-convenor of the CJP, highlighted a Supreme Court order that allegedly grants blanket immunity to all protesters associated with CJP activities. He asserted that Akshat Tripathi should not be required to execute the bail bond of Rs 5 lakh. Das urged the Union government to act quickly, advocating for clarity in governance practices related to civil liberties for student activists.
