The Uttar Pradesh government has conducted a transfer of 18 Indian Police Service (IPS) officers, as part of a broader administrative reshuffle. This action follows a previous overhaul on September 20, where 35 IPS and 34 IAS officers were also realigned. The recent transfers aim to bolster police operations ahead of the impending state assembly elections.

The officials were reassigned to crucial operational units, which include the Special Security Force (SSF), Provincial Armed Constabulary (PAC), Anti-Terrorism Squad (ATS), and various regional intelligence branches. The state administration issued official orders instructing the officers to take up their new roles immediately.

Notable appointments include Dr Satish Kumar, who has transitioned from the Director General of Police headquarters in Lucknow to become Commandant of the 1st Battalion SSF, also in Lucknow. Sanjeev Suman has been named Superintendent of Police at the Uttar Pradesh State Institute of Forensic Sciences, maintaining a similar position to his former role at DGP HQ.

Key Officer Movements

Among the other significant changes, Sameer Saurabh moves from SP, CID, Lucknow, to Commandant of the 27th Battalion PAC in Sitapur. Ashutosh Dwivedi shifts from SP, APTC, Sitapur, to SP of Regional Intelligence in Ayodhya. Additionally, Anand Kumar-II has been reassigned from SP, Regional Intelligence in Bareilly, to SP, CID, Lucknow, while Sanjay Rai will now serve as SP for the Economic Offences Wing in Lucknow.

Further appointments include Shashi Shekhar Singh, who transitions from ATS, Lucknow, to Commandant of the 11th Battalion PAC in Sitapur. Vanshraj Singh Yadav takes over as Commandant of the 3rd Battalion SSF in Prayagraj. Other postings involve Rajkumar and Alok Kumar Sharma, who will take up roles as SP, Vigilance Establishment, Preetibala Gupta as SP, ATS, and Kamal Kishore as SP, EOW, all stationed in Lucknow.

Additional transfers involve Devesh Kumar Sharma becoming SP, Food Cell, Lucknow, while Rahul Mithas is reassigned as SP, Technical Services, also in Lucknow. Dr. Krishna Gopal, Shoeb Iqbal, Pavitra Mohan Tripathi, and Mahesh Singh Attri have each received new postings in various capacities across other regions, including Moradabad and Bareilly.

Significance of the Changes

This reshuffle holds substantial significance not only for administrative efficiency but also politically. The timing of these transfers correlates with preparations for forthcoming elections, suggesting a strategic move by the Yogi Adityanath administration to equip law enforcement before the political landscape intensifies.

Mass administrative changes are routine ahead of election seasons, and by placing experienced officers in sensitive regions such as Ayodhya, Sitapur, Prayagraj, and Bareilly, the state government appears to be fortifying the law-and-order framework to manage potential communal or political tensions during high-stakes campaigning.

Once the Election Commission of India (ECI) announces polling dates, the Model Code of Conduct will take effect, restricting the state’s capacity to enact transfers or promotions within the administration without ECI approval. Early reassignments permit the existing government to establish a preferred supervisory structure across critical law enforcement and investigative units without awaiting further clearance from the ECI.

Looking ahead, seven significant elections are anticipated in states including Uttar Pradesh, Punjab, Uttarakhand, Goa, Manipur, Gujarat, and Himachal Pradesh by 2027, which adds a layer of urgency to the current reshuffling efforts.
