The Uttar Pradesh Government is intensifying its rural sanitation efforts by focusing on comprehensive waste management rather than merely constructing toilets. The Swachh Bharat Mission-Gramin (SBM-G), aims to enhance cleanliness and sanitation across rural India. Initially centred on eradicating open defecation, the mission has evolved to encompass the sustainable management of solid and liquid waste.

SBM-G Phase II aims to maintain Open Defecation Free (ODF) practices while establishing effective waste management systems. This approach aspires to ensure that rural residents have access to enduring sanitation facilities, thereby leaving no community behind. In Uttar Pradesh, the emphasis has shifted from merely building toilet facilities to creating sustainable systems for maintaining hygiene over the long term.

Under this initiative, Gram Panchayats play a critical role in implementing and sustaining sanitation practices locally. As per a publication by the Uttar Pradesh government in 2025, the entire state has achieved a 100% ODF status under the SBM-G programme, with nearly 95,767 villages having established systems for managing solid and liquid waste effectively.

Transitioning from Infrastructure to Sustainability

With the introduction of Phase II, the focus has expanded beyond just ensuring access to toilets; it now concentrates on maintaining ODF behaviour and managing waste efficiently. This broader strategy is crucial in rural sanitation development. Once basic access to toilet facilities has been secured, the challenge shifts to ensuring that communities continue to practice good sanitation while effectively handling generated waste.

Waste management encompasses not only solid refuse but also greywater, which refers to wastewater from activities like washing and bathing. The goal is to establish systematic approaches rather than depend solely on the presence of individual sanitation units. Ensuring these systems are in place is pivotal for the sustained success of sanitation initiatives in villages.

As part of this transition, the focus is on the ODF Plus framework, which was reflected in an official SBM-G newsletter published in January 2025. It stated that approximately 98% of villages in Uttar Pradesh had achieved ODF Plus status following a review conducted in December 2024. Additionally, over one lakh personnel have received training for the effective implementation of SBM-G within the state.

The ODF Plus Framework and Its Implications

The ODF Plus approach expands the understanding of rural sanitation by linking sustained ODF behaviour with effective waste management systems. For Uttar Pradesh, this signifies that the sanitation programme extends its purview beyond the mere structural establishment of toilets. It requires ongoing maintenance of sanitation facilities and the management of waste to foster cleaner village environments.

In this context, Gram Panchayats are crucial for maintaining sanitation facilities and supporting community waste management as the programme advances into this new phase. The second phase of SBM-G specifically focuses on consolidating previous achievements while fostering long-lasting sanitation practices at the village level.

Ultimately, the transformation under SBM-G in Uttar Pradesh signifies a fundamental shift in approach. While the first phase centred on broadening access to sanitation infrastructure and eliminating open defecation, the current phase emphasises sustaining these accomplishments through effective waste management and a commitment to cleanliness. The ongoing challenge for rural Uttar Pradesh is to turn sanitation from a temporary solution into a sustainable practice that supports community welfare and environmental health.
