The CSR Journal Magazine

The Himachal Pradesh government has approved a proposal for the construction of a tunnel aimed at reducing traffic congestion in Shimla. This initiative was revealed by Vikramaditya Singh, the state’s Urban Development and Public Works Minister, during a media interaction following the Annual General Meeting of the Shimla Environment, Heritage Conservation and Beautification Society. A detailed project report is to be prepared to outline the specifics of the tunnel construction.

According to Singh, a budget allocation of Rs 10 crore has been designated to develop the project, which will connect Lakkar Bazaar to Indira Gandhi Medical College. The government intends to commence work to alleviate vehicular pressure on the circular road once a consultancy is chosen.

Singh highlighted the significance of this proposal as an essential step in addressing the traffic challenges faced by residents and visitors in a city renowned for its picturesque views but hindered by congestion issues.

Support for Sanitation Workers and Their Welfare

During the meeting, Singh also emphasised the importance of sanitation workers in maintaining the cleanliness of Shimla. He announced several initiatives aimed at improving their working conditions and ensuring their welfare. Plans have been set in motion to merge approximately 350 outsourced workers into the Shimla Environment, Heritage Conservation and Beautification Society, with provisions for Dearness Allowance benefits similar to those received by state employees.

To further enhance their safety and security, the government will provide Rs 2 lakh in compensation in cases of accidental death among sanitation workers. Additionally, health and life insurance coverage of up to Rs 30 lakh will be offered to safeguard them from financial hardships during medical emergencies or unforeseen incidents.

Other welfare measures include the construction of dedicated changing rooms in all wards, exemptions from garbage charges, and the provision of uniforms twice a year. Furthermore, the Diwali bonus for these workers has been increased from Rs 1,500 to Rs 2,000 annually, with the approval of seven extra days of paid leave to acknowledge their commitment to service in challenging weather conditions.

Funding for Urban Development Projects

In a broader context of urban development, Singh announced that Rs 150 crore had been sanctioned under the Urban Challenge Fund for Shimla. This funding will facilitate the redevelopment of the Sabzi Mandi area, which will be executed through a public-private partnership model. The project will include the construction of municipal offices, parking spaces, commercial facilities, and designated vending zones for local farmers.

Singh reiterated that the government is dedicated to fulfilling the demands of sanitation workers and will continue to address future needs as they arise. He noted that ongoing efforts will focus on strengthening urban infrastructure and ensuring the welfare of those responsible for keeping the city clean.

The government aims to maintain an open dialogue with sanitation workers, ensuring that their concerns are acknowledged and addressed promptly. This initiative is seen as part of a broader commitment to enhance the quality of life for residents in Shimla while tackling existing urban challenges.
