Kerala Government Attributes Wayanad Landslide to Human Activity

The recent landslide in Wayanad, Kerala, has been officially described by the state government as a man-made disaster, rather than a natural occurrence. This assertion comes in light of catastrophic developments in the region, having previously endured significant landslides that resulted in numerous fatalities and widespread destruction, notably in 2024. The latest event occurred at Kalladi near a tunnel construction site, claiming the lives of three workers and trapping others beneath the debris.

Wayanad has recently experienced intense rainfall, totalling approximately 265 mm in just 24 hours—this being the highest rainfall recorded this season. On the day of the landslide, the government had already declared a yellow alert due to the continuous downpour, which had softened the soil near the construction site for the Kozhikode-Wayanad tunnel, leading to the disastrous outcome.

Following the landslide, around ten individuals were reportedly rescued from the rubble but unfortunately, the tragic consequences have raised concerns about the methods employed in the ongoing construction activities.

Government’s Stance on Project Responsibility

The Kerala government has placed the blame for the landslide squarely on the construction firm, Konkan Railway Corporation Ltd, which is overseeing the Anakkampoyil-Kalladi-Meppadi twin tunnel project. The project, with an estimated cost of Rs 2,134 crore, has faced legal and environmental challenges, with critics voicing concerns about its feasibility in an ecologically sensitive area like the Western Ghats.

The Wayanad Prakrithi Samrakshana Samithi (WPSS), a prominent environmental group, had previously petitioned the Supreme Court against the project, highlighting the vulnerability of the surrounding terrain and the potential risks associated with tunnelling in a region that has experienced significant landslides in the past. Despite these concerns, the project received approval from the Supreme Court earlier this year.

Initial investigations suggest that the soil removed during the excavation was inadequately managed, accumulating on one side of the site. The heavy rainfall subsequently washed this material down the slope, resulting in the disaster. Authorities claimed that if the tunnel work had been halted, it might have prevented extensive destruction.

Statements from Officials and the Construction Company

K. Siddique, the Kerala Agriculture Minister, asserted the government’s position that the construction firm had neglected directives aimed at managing excavated soil properly. He indicated that the failure to adhere to guidelines constituted a critical factor in the landslide’s occurrence, labelling it a man-made disaster rather than a force of nature.

Kerala’s Chief Minister, V. D. Satheesan, echoed these sentiments, pointing to the contractor’s disregard for previously issued warnings and the directives from disaster management authorities. The emphasis on accountability has arisen amid broader concerns regarding the safety protocols followed during the construction process.

On the other hand, the construction company, Dilip Buildcon, defended its practices, asserting that the landslide was primarily a consequence of extraordinary rainfall levels that far exceeded typical measurements for the region. They argued that all operations were conducted according to regulatory standards set forth by a committee established by the Supreme Court, minimising the chances of operational oversight.

As discussions continue regarding the factors that contributed to the disaster, the focus remains on the need for comprehensive accountability and the humanitarian aspects surrounding those affected by the landslide. Subsequently, the governmental and environmental dialogues surrounding this issue are expected to evolve as investigations proceed.
