The Leader of Opposition in Himachal Pradesh, Jai Ram Thakur, has raised concerns regarding the financial figures presented by the state government in the Assembly concerning the Revenue Deficit Grant (RDG).
During a press conference held in Shimla, Thakur alleged that the current administration is misleading the public with inaccurate data to serve its political agenda. He stated, “The Himachal Pradesh government is presenting wrong figures in the Assembly regarding the Revenue Deficit Grant and misleading the public to fulfil its political goals.”
Government’s Responsibility Not Addressed
Thakur pointed out that ever since the Congress party assumed power under Chief Minister Sukhvinder Singh Sukhu, there has been a continual focus on criticizing the Central government. He explained that the issue is not merely the non-inclusion of the RDG in the Union Budget but the government’s response to criticism received even while the grant was being provided. Thakur emphasized that in light of an indication from the 16th Finance Commission regarding the possible discontinuation of the grant, the government should manage financial matters effectively. “If RDG is not received, it is the responsibility of the current Congress government to manage finances. You cannot hide your failures by blaming others,” he added.
Assembly Session Draws Criticism
Thakur also highlighted concerns arising during a recent three-day session of the Assembly, mentioning that the Governor’s address lasted a mere “2 minutes and 7 seconds.” He criticized the government for prioritizing debate over the RDG while neglecting the customary discussion surrounding the Governor’s address. He reiterated the opposition’s stance, emphasizing that the government cannot divert attention from its issues after three years of governance.
Contradictory Financial Statements Highlighted
The former Chief Minister raised alarms about conflicting financial statements made by Chief Minister Sukhu in the Assembly. Thakur cited instances where the Chief Minister claimed different figures on borrowings and repayments across multiple dates. “On August 26, 2025, the Chief Minister said Rs 26,830 crore had been borrowed and Rs 8,253 crore repaid. On February 18, 2026, he stated the borrowed amount was Rs 35,482 crore and Rs 27,000 crore had been repaid,” Thakur noted, questioning the feasibility of such a repayment in a limited timeframe and alleging deception within the Assembly.
Worsening Fiscal Situation Predicted
Thakur referred to a presentation by the state Finance Secretary that indicated a challenging fiscal outlook for the state. He warned that this could lead to withdrawal of subsidies, stalled development projects, unpaid liabilities, and hiring limitations. The Leader of Opposition stated that the government’s dismissal of such warnings raises concerns over its financial management.
Call for Enhanced Revenue Generation
Further discussing the RDG topic, Thakur mentioned that the Central government has consistently advised states to improve revenue generation and reduce expenditures. He criticized the state’s approach of expanding spending while neglecting these advices. “Instead, the government expanded expenditure and announced guarantees,” he stated, reiterating the need for a clear vision from the government on how to take Himachal Pradesh forward.
Opposition Stance and Governance Critique
Thakur expressed that the Bharatiya Janata Party (BJP) would support any genuine initiatives aimed at benefiting the state, but insisted that the government must articulate its vision comprehensively. He conveyed that the BJP remains committed to playing a constructive opposition role while noting a growing public dissatisfaction with the current administration. “Governance in a crisis requires tough decisions,” he remarked, urging greater responsibility from the state government.

As the press conference concluded, Thakur reaffirmed that the matter regarding the Revenue Deficit Grant should not be manipulated for political gain. He urged the Congress government to focus on the interests of Himachal Pradesh rather than misguiding the populace.
