Delhi Allocates Rs 2.4 Lakh Annual Support for Senior Citizen Centres

Delhi’s senior citizen recreation centres are set to receive government support amounting to Rs 2.40 lakh annually as part of the Vayo Anand scheme. This initiative aims to provide sustainable resources for the operation and maintenance of facilities that cater to the elderly population. The financial support is documented in a Gazette notification issued by the Department of Social Welfare on September 17.

The allocated funds can be utilised for various purposes, including purchasing furniture, indoor games, air coolers, televisions, and computers. Additionally, centres can use this assistance to acquire newspapers, refreshments, medical camp supplies, and first-aid kits, which are essential for promoting a comfortable environment for seniors.

This initiative is also designed to foster social engagement and relaxation activities, integrating senior citizens into community life. Eligible organisations are encouraged to organise various recreational and social activities that contribute positively to the lives of older adults.

Eligibility Criteria and Application Process

The Vayo Anand scheme has established specific criteria that organisations must meet in order to qualify for the financial assistance. Applicants are required to be registered under the Society Registration Act, 1860. Furthermore, the recreation centre must have at least 200 members who are aged sixty years or older.

It is essential that members of the organisation belong exclusively to one centre. Moreover, the organisation must operate within the National Capital Territory of Delhi and should function from a community space, whether government or privately owned. Intentions to apply must include recommendations from the respective Member of the Legislative Assembly (MLA).

Centres are not eligible if they operate from private residences, and the facilities covered under this scheme include spaces managed by Resident Welfare Associations (RWAs), Cooperative Group Housing Societies (CGHSs), and community gathering areas like chaupals. The scheme also defines a senior citizen as any individual, regardless of gender, aged sixty years or more.

Management and Distribution of Funds

To efficiently manage the resources granted through the Vayo Anand scheme, each centre is required to create a five-member Management Committee composed of senior citizens, which must include at least one female and one transgender individual. This committee is tasked with maintaining communication with the Social Welfare Department, overseeing record-keeping, and ensuring that all necessary documentation is submitted as required.

The financial grant will be allocated in two equal instalments each year. The initial payment will depend on the annual inspection report prepared by the District Social Welfare Officer, while the second instalment will necessitate a Utilisation Certificate, certified by the Management Committee and verified by the relevant officer.

The stipulations associated with this scheme include mandatory participation in various activities. Centres must organise events linked to the International Day of Yoga, International Day for Older Persons, and National Day for Senior Citizens, as well as celebrate national and religious festivals. Additionally, initiatives such as tree plantation drives, retirement and bereavement counselling, along with other activities held throughout the year, are required.
