Delhi Police and Himachal Counterpart Engage in Tense Standoff Over Arrest

A notable exchange occurred at the conclusion of a prolonged standoff between the Delhi Police and the Himachal Pradesh Police earlier this week. The confrontation, which took place in Shimla, reached a boiling point on Thursday morning as the Delhi team was preparing to depart for Delhi from the Shoghi border, located approximately 15 kilometers from Shimla. In a moment of frustration, a Delhi Police officer remarked on the situation, saying, ‘You obstructed our work, detained us for the whole night; could have at least offered us tea.’ This comment surfaced shortly after hours of tension surrounding the detainment of three Youth Congress activists, who were implicated in a protest at the AI Impact Summit in New Delhi the previous week.

Arrests and Interceptions Lead to Prolonged Deadlock

The situation escalated when Delhi Police officials attempted to execute the transfer of the arrested activists, Saurabh Singh, Arbaz, and Siddharth, back to Delhi. Earlier on Wednesday, these individuals were apprehended from a hotel situated in Chirgaon, part of the Rohru region in Shimla. However, local police intervened, redirecting the Delhi Police team back to Shimla, where the activists were subsequently brought before a court. Efforts by the Delhi Police later that evening to take the activists to Delhi were thwarted at Shoghi, a development that sparked a case against them involving charges such as abduction and wrongful confinement.

Resolution Following Seizure Memo Presentation

Amid this impasse, the deadlock was finally addressed when the Delhi Police presented a seizure memo to their Himachal brethren, detailing the materials confiscated during the arrests. Although digital evidence was not transferred, the memo served to alleviate tensions temporarily. It was emphasized by Delhi Police officials that any additional materials would necessitate a formal request from the Shimla Police.

Claims of Obstruction from Both Sides

In the aftermath of the standoff, both the Delhi Police and the Himachal Police exchanged allegations regarding the obstruction of the investigation process. A retired director general of police remarked that, after verifying the credentials of the Delhi team, the Himachal Police ought to have allowed them to proceed with their operations. He indicated that the local police should have facilitated the continuation of the Delhi Police’s actions following the verification. Conversely, he suggested that the Delhi Police should have notified the local authorities about their ongoing activities during the arrests.

Background of Protests Linked to the Incident

This incident follows a provocative demonstration by several Youth Congress members who, on February 20, entered the AI Impact Summit venue. These activists were noted for wearing white T-shirts emblazoned with images of Prime Minister Narendra Modi and then-US President Donald Trump, accompanied by slogans such as ‘India-US Trade Deal’ and ‘PM is compromised.’ This demonstration triggered significant political unrest, setting the stage for the tense interactions between various law enforcement agencies in the days that followed.
