Delhi Government Implements Baseline Tests for Classes 2 to 8 Students

The Delhi government has mandated that schools in the national capital conduct baseline assessments for students in Classes 2 to 8 from August 27. This initiative aims to evaluate the foundational literacy and numeracy skills of the students. The assessments are part of the NIPUN Sankalp programme and will be carried out in schools governed by the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), Delhi Cantonment Board (DCB), and the Directorate of Education.

A circular issued on August 20 outlines the testing schedule, specifying that the assessment will cover Hindi on August 27, English on August 29, and Mathematics on August 31. This systematic approach has been put in place to ensure consistent evaluation across different educational institutions.

Standardised Evaluation Through OMR-Based Testing

The assessments will utilise OMR (Optical Mark Recognition) technology to maintain a standardised method of evaluation. Schools have been instructed to adopt a strict “one desk-one student” setup to uphold fairness and confidentiality during the testing process. Furthermore, all students must be registered on the NIPUN Sankalp online portal, and their records must be verified prior to the assessments.

For students in Classes 2 and 3, teachers will complete the entire OMR sheet, including both student information and test responses. In contrast, for students in Classes 4 to 8, teachers will fill in the student details and Part B of the assessment, leaving Part A for the students to complete themselves, as stated in the circular.

Students who miss the assessment on the scheduled dates will have an opportunity to retake the test by September 5. This provision aims to ensure that all eligible students can participate in the evaluation process.

Responsibilities of School Administration and Monitoring Officials

School heads have been entrusted with the responsibility of ensuring that the assessments are conducted on time and that suitably trained teachers are assigned to oversee the process. They will also be accountable for the proper filling and verification of OMR sheets, as well as their safe packing and subsequent submission.

To facilitate effective monitoring, zonal and other concerned officers have been directed to oversee the assessment process closely. This includes supervision of the packing and submission of the completed OMR sheets, ensuring that all protocols are followed as outlined in the official communication.

The NIPUN Sankalp programme aims to enhance foundational literacy and numeracy skills among students from Classes 2 to 8, thereby contributing to the overall educational development within the city. This initiative is viewed as a crucial step in addressing the learning gaps that may have arisen in recent years.
