Cabinet Approves Upgradation of Muzaffarpur-Sitamarhi-Sonbarsa Section of NH-22 in Bihar

The Cabinet Committee on Economic Affairs (CCEA) has given its approval for the upgradation of the Muzaffarpur-Sitamarhi-Sonbarsa section of National Highway 22 to a four-lane standard. This decision was announced on August 19, 2026, during a meeting chaired by Prime Minister Narendra Modi. The total capital investment for this project is Rs 3,590.73 crore, covering a length of 82.578 kilometres.

The project is designed to be executed under the Hybrid Annuity Model (HAM). The CCEA believes that this infrastructure project is crucial for enhancing Bihar’s National Highway network, thereby facilitating overall connectivity in the region.

According to the official statement, the project is expected to significantly improve both strategic and economic facets of transport, acting as a feeder corridor that links the India-Nepal border at Sonbarsa with key economic hubs like Muzaffarpur, which is accessible via NH-27, part of the East-West Corridor.

Expected Benefits and Travel Efficiency

The upgradation is anticipated to alleviate congestion in populous areas including Muzaffarpur, Muksudpur, Runni Saidpur, Thumma, Dumra, Bhutahi, and Sonbarsa. Enhanced road infrastructure will likely enable quicker and safer travel for passengers and freight, thus improving overall transport efficiency.

The highway extension is engineered for a maximum speed of 100 km/h, with an average travel speed targeted at 80 km/h. There will be no at-grade median openings in the design, which should facilitate uninterrupted travel, ensuring safety for all road users.

Moreover, the project aligns with the PM GatiShakti National Master Plan, promoting multimodal integration that connects various economic, social, and logistics nodes. This will not only create better routes for goods movement but will also enhance access to cultural and religious destinations such as the Buddhist Circuit and the Janaki Punaura Dham Temple in Sitamarhi.

Strategic Importance and Infrastructure Enhancements

The Muzaffarpur-Sitamarhi-Sonbarsa stretch plays a critical role in linking with the national freight grid. It complements existing corridors like NH-31 and NH-122, thus improving connectivity to significant industrial zones such as Barauni and riverine logistics hubs along the Ganga River.

In addition to upgrading the road, the project includes plans for seven major bridges, one of which will span 340 metres over the Bagmati River. It will also feature three Railway Over Bridges and two flyovers measuring 1,170 metres and 270 metres. These infrastructures are designed to maintain seamless traffic flow and enhance road safety.

The completion of this project is projected to increase average travel speeds, lessen travel time, and enhance road safety. It is also expected to improve fuel efficiency and reduce vehicle operating costs, thereby boosting regional mobility and promoting socio-economic development in Bihar.

The new corridor will facilitate improved connectivity to essential economic and social nodes across the state, including five PM Gati-Shakti Economic Nodes (comprising four Industrial Estates and one Mega Food Park) and significant religious sites, further aiding in the efficient transit of goods and passengers in the region.
