The Tamil Nadu government’s initiative to construct a new Secretariat-Assembly complex at Pattinapakkam in Chennai, led by Chief Minister Joseph Vijay, has met with significant opposition. Local fishing communities, environmental advocates, and various political factions have voiced their discontent, threatening mass protests against the Rs 1,200-crore project if it proceeds at the proposed location.

Fisherfolk from twelve hamlets have expressed their concerns regarding the impact of the project on their livelihoods. The proposed complex is set to occupy 26 acres of land that locals have historically relied upon for anchoring boats, repairing nets, and conducting daily markets. Community leaders have staunchly declared their rights to the area, citing legal documents that affirm their ancestral claims.

Residents highlight the threat posed by potential construction activities, fearing that it will obstruct their access to the sea. They argue that the establishment of high-level administrative areas could lead to their communities being labelled as nuisances. It exacerbates the already precarious socio-economic conditions they face. Moreover, there is apprehension that long-standing commitments related to land allocated for fishing families in 1958 remain unfulfilled.

Political Parties Demand a Shift in Location

Political leaders from various parties have added their voices to the growing calls for relocating the project. CPI(M) state secretary P. Shanmugam has accused the government of hastily issuing a Government Order without considering the sentiments of local fishing villages. He stated that an all-party meeting should be convened to discuss alternative locations that could accommodate such a significant project.

Concerns regarding environmental stability have also been raised by CPI state secretary M. Veerapandian. He has urged the instant withdrawal of the project, highlighting that the area is not only a nesting ground for Olive Ridley turtles but is also vulnerable to adverse climatic conditions. Local leaders have underscored the need for a thorough investigation of potential sites to ensure minimal disturbances to local communities.

Manickam Tagore, the Tamil Nadu Congress Committee chief, has indicated that while a new Secretariat is necessary, a careful examination of the proposed site should be conducted to mitigate displacement issues for local residents. He expressed his belief that the government would act in a manner that takes public welfare into consideration.

Concerns Over Traffic and Infrastructure Arise

The potential for increased traffic congestion due to the new Secretariat has sparked further criticism. PMK president Anbumani Ramadoss has forecast significant delays on Santhome Road and at the Pattinapakkam junction, advocating for a relocation outside the city. He warns that poorly managed traffic could amplify existing congestion problems.

Critiques have emerged from various political circles questioning the rationale behind allocating such a large budget for a new complex when the existing facility at Fort St George remains functional. BJP spokesperson Narayanan Thirupathy characterised the government’s decision as a display of vanity rather than effective governance, urging respect and consideration for the impacted fishing communities.

Local sentiments are amplified by fears that developmental projects do not take into account the historical connection the fishing communities have with the coastline. With protests being organised and opposition mounting, the narrative surrounding the Pattinapakkam site continues to evolve. It reflects a tense political and social environment concerning the proposed Secretariat project. The outcome remains uncertain as the government faces pressure from multiple fronts.
