CM Samrat Choudhary Highlights Initiatives to Enhance Connectivity, Irrigation and Development in Bihar

Bihar’s Chief Minister, Samrat Choudhary, has outlined various initiatives both from the Centre and the state government aimed at enhancing infrastructure, particularly focusing on road connectivity and transport. He welcomed the recent approval from the Union Cabinet to upgrade the Muzaffarpur-Sitamarhi-Sonbarsa section of National Highway 22 to a four-lane format, covering a length of 82.578 km.

The chief minister emphasised that this ₹3,590.73 crore project will significantly boost transportation and commercial activities in Northern Bihar. He stated that this initiative represents a crucial milestone in accelerating the state’s development, thereby creating new opportunities for connectivity in the region.

Choudhary expressed gratitude to Prime Minister Narendra Modi for his ongoing support in aligning with the vision of a ‘Viksit Bihar’, which aims to provide modernised road infrastructure. He reiterated the importance of upgraded road facilities for the local populace.

Defence Sector Innovations and Regional Development

In addition to infrastructure improvements, CM Choudhary praised the Centre’s decision to indigenise 405 strategic defence equipment items. He stated that this move would bolster India’s defence capabilities and stimulate growth in domestic industries, particularly micro, small and medium enterprises.

Under Modi’s leadership, India is reportedly making significant strides towards self-reliance in the defence sector. Choudhary noted that the indigenous manufacturing of equipment such as tanks, warships, and missiles will strengthen India’s strategic capabilities and provide momentum to both industries and MSMEs.

He highlighted the approval of a proposal for the development of a new six-lane, fully access-controlled greenfield expressway connecting Buxar and Bhagalpur. This 336-km highway will traverse several districts and is intended to improve road connectivity across the state.

Water Supply, Agriculture and Technological Initiatives

The Chief Minister announced a revised administrative approval for ₹305.60 crore for the installation of 11,000 private tube wells under the “Chief Minister Private Tube Well Scheme” during 2026-27. He stated that this initiative aims to ensure better water access to agricultural fields in Bihar.

Choudhary also mentioned that an Memorandum of Understanding (MoU) has been approved between Taiyo AI India Private Limited and the Bihar Department of Information Technology to foster the development of an artificial intelligence ecosystem in the state. This initiative is designed to prepare Bihar for future technological advancements.

Further enhancing irrigation facilities, an administrative and expenditure approval of ₹35.82 crore has been granted for restoring the Katihar Distributary and its associated canal systems. Choudhary indicated that this move would benefit farmers by bolstering the irrigation system, thereby strengthening agricultural activities.

In financial initiatives, the Chief Minister revealed that a scheme to construct warehouses with a total storage capacity of 48,200 metric tonnes has been approved. A budget of ₹34.95 crore will be allocated to fifty-two selected committees to support this project, distributing funds as both grants and revolving capital.

Choudhary concluded by announcing the approval of a ₹63.92 crore “Breed Improvement Scheme” aimed at enhancing milk production and animal productivity in Bihar. An additional ₹30.35 crore has been approved for restoring the Janakinagar branch canal and related systems, showcasing the state’s focus on agricultural improvement and infrastructure development.
