Bengaluru has announced new regulations to address its escalating parking issues amid a significant rise in vehicle ownership. The Karnataka government has put forward a framework for paid and scientifically managed parking, aiming to alleviate congestion experienced in the city. Nearly 1.5 crore vehicles are estimated to be in use across Bengaluru, with more than 1.28 crore officially registered in the city.

The draft Parking Rules for the Greater Bengaluru Authority (GBA) intend to tackle the difficulties posed by an increasing number of vehicles. Reports indicate that around 15 to 20 lakh vehicles registered in other states frequently operate within Bengaluru. Approximately 95 per cent of vehicles remain parked for extended durations, making efficient parking management vital to overcoming urban challenges.

The recent proposals have their foundation in the Bengaluru Parking Policy ratified by the Karnataka government in 2021. Currently available for public comment, residents and stakeholders have until September 10, 2026, to provide feedback on the draft rules.

Need for Enhanced Parking Management

The necessity for stricter parking rules is underscored by factors contributing to traffic congestion, including low road density and the limited capacity of narrow roads. According to the government’s draft, parked vehicles can occupy an excessive portion of available road space, severely limiting traffic flow and increasing travel times.

Furthermore, disorganised parking adversely impacts pedestrian movement, creating complications for vulnerable groups, such as children, senior citizens, and low-income residents. The saturation of residential streets with private vehicles limits access to shared and public spaces, illustrating the urgent need for equitable parking regulation.

The government has emphasised that public roads represent community assets and that vehicle owners must shoulder the responsibility for their parking arrangements. It also seeks to ensure that the rights of non-vehicle owners are upheld in these regulations.

Incentives for Off-Street Parking Facilities

The aim of these incentives is to boost off-street parking capacity and alleviate the stress on public roadways. Additionally, a structured fee-based system for parking is suggested, with charges dependent on factors like road classification and location, introducing higher tariffs to discourage long-term road occupancy.

The draft rules also include provisions for prohibiting parking on highly congested arterial roads and restricting it during peak hours, which could significantly improve traffic flow. Measures are proposed to discourage long-term parking through higher charges, directing motorists to utilise organised parking facilities.

Accountability and Future Public Engagement

The regulations also target existing parking violations among buildings that have been constructed without adequate parking provisions. Furthermore, owners who misuse designated parking spaces could face penalties. It aims to address longstanding concerns that have exacerbated Bengaluru’s parking and traffic issues over time.

Revenue generated from the newly implemented parking system will be allocated towards improving roads, junctions, and footpaths, promoting transparency in usage. The public can submit suggestions and feedback until September 10, 2026, through various channels, including email and postal submissions.

The Karnataka Government maintains that the adoption of effective parking regulations is essential for the sustainable development of Bengaluru. The proposed framework aims to create an organised parking system, improve road traffic, and encourage a shift towards public transport, addressing issues that have compounded due to decades of inadequate regulation.
