Assam imposes statewide ban on all ‘jihadi’ literature and digital extremist content

The Assam government has announced a comprehensive ban on all literature, documents and digital content linked to extremist and fundamentalist organisations such as Jamaat-ul-Mujahideen Bangladesh (JMB), Ansarullah Bangla Team (ABT), Ansar-Al-Islam/pro-AQIS and other affiliated banned groups.

The order, issued on Wednesday by the Political Department under Section 98 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, prohibits the publication, sale, possession, storage and distribution—both online and offline—of any material connected to these organisations. The notification was released following recommendations from the Assistant Inspector General of Police and consultations with the judicial department.

Extremist groups declared threat to national security

The notification highlighted that these groups have been outlawed by the Central government for engaging in activities “prejudicial to the sovereignty, integrity and security of India.” Intelligence inputs, cyber-patrolling data and ongoing investigations by Assam Police and the Special Task Force revealed continuous circulation and possession of radical material in the state.

Officials stated that such content glorifies violent jihad, promotes radicalisation, spreads indoctrination and provides pathways for recruitment and operational guidance to extremist groups—posing a serious threat to public order and communal harmony.

Ban extends to all digital platforms

The prohibition covers not only physical literature but also websites, social media pages, encrypted messaging channels, online groups and any digital medium used to transmit extremist propaganda. The government stressed that continued dissemination of such content violates multiple legal provisions and increases the vulnerability of youth to radicalisation.

The state government has instructed all law enforcement agencies—including the Special Branch, CID, district senior superintendents of police, cybercrime units and Assam Police—to ensure strict implementation of the ban. Agencies have been authorised to take immediate legal action against any individual or platform found violating the order.
