Russian President Vladimir Putin has enacted a decree that empowers the government to assume temporary control of vital infrastructure when private owners fail to safeguard it from Ukrainian drone strikes or neglect to repair it after such attacks. This decision has emerged amid intensifying economic and political challenges Russia faces owing to a series of increasingly effective Ukrainian military offensives.

In recent months, Kyiv has utilised domestically developed long-range drones to target essential oil facilities and major commercial centres across Russian territory. This strategy has resulted in fuel shortages, applying additional pressure on Russian authorities. Concurrently, Ukraine has been subject to continuous aerial attacks from Russia that have inflicted damage on both residential areas and the country’s power grid, with the conflict now approaching a fifth year.

The decree, which was made public late on Monday, encompasses sectors such as energy, fuel infrastructure, communications, transport, logistics, and various industries. Government intentions regarding the decree have yet to be fully clarified, as Deputy Prime Minister Denis Manturov indicated that this legal measure should not be viewed as an act of nationalisation. Instead, he emphasized that the state’s role would involve managing enterprises selectively to address specific security concerns.

Reactions to the Decree from Analysts and Politicians

The decision has prompted commentary from political analysts. Abbas Gallyamov characterised the decree as a potentially tactical manoeuvre aimed at compelling owners of frequently damaged oil refineries to undertake necessary repairs they might otherwise defer. He pointed out that facilities which have sustained repeated damage may deter owners from investing in restoration due to concerns over recurrent attacks.

Gallyamov conveyed this sentiment via a social media post, suggesting that it could lead to an ultimatum for the owners: either finance repairs or face government seizure of their assets. This reflects a broader strategy to hold companies accountable for the defence of their facilities amid ongoing security challenges.

The most recent Ukrainian strikes reportedly targeted the Afipsky oil refinery in the Krasnodar region, resulting in a fire, according to statements made by Ukraine’s General Staff and local officials. This aligns with the ongoing violence as both nations experience escalating tensions related to the conflict.

Economic Implications and Government Strategies

As Russia confronts significant economic difficulties exacerbated by the ongoing conflict, authorities have resorted to raising taxes and increasing domestic borrowing to manage the country’s budget deficit. The seizure of strategically important firms could generate additional government revenue, albeit it might also introduce new financial obligations for the state.

The government has recognised the need to bolster the financial position of some key private enterprises. For instance, measures have been proposed to support Wildberries, Russia’s largest online retailer, in light of recent strikes that impacted its warehouses. The Finance Ministry has suggested extending tax and insurance payment deadlines for Wildberries and its affiliated sellers to improve their financial liquidity.

Additionally, Putin has voiced a necessity to enhance Russia’s air defence capabilities following these strikes, asserting a need for cohesive coordination among various state, security, and business sectors. The decree serves as a tool for the state in responding to the repeated Ukrainian offensives targeting crucial infrastructure, which have exacerbated the economic strains faced by Russia.
