The Assam Cabinet has recently approved a substantial investment of Rs 11,000 crore by JK Lakshmi Cement Limited. This decision, confirmed by Chief Minister Himanta Biswa Sarma, involves the establishment of a clinker manufacturing unit along with four associated cement grinding units in Assam. The project is expected to directly create employment opportunities for approximately 2,000 individuals within the state.

During a press briefing following the Cabinet meeting, Sarma elaborated on the significance of this investment. He highlighted the positive economic implications, stating that the establishment of the cement units will contribute to local employment and development. The investment is seen as a boost to the state’s industrial capabilities.

The Chief Minister further emphasised the role this venture will play in enhancing the region’s infrastructure and meeting local demand for cement. The approval of this project aligns with the government’s ongoing efforts to attract investments in Assam and foster growth in the manufacturing sector.

Restoration and Rehabilitation Projects in Assam

In addition to the cement investment, the Assam Cabinet approved funding for the restoration and rehabilitation of at least 102 derelict community beels in the state. Chief Minister Sarma reported that this initiative will involve a financial contribution from the Asian Development Bank (ADB) amounting to Rs 637.504 crore, with the Assam government’s share totalling Rs 159.376 crore.

The project aims to revitalise these community beels, which are crucial for local ecosystems and provide water resources for agriculture and fishing. Through this initiative, the government seeks to enhance the environmental and agricultural sustainability of these areas, thereby benefiting local communities.

Sarma noted that the restoration process will encompass various activities to address the deterioration of these water bodies. This is part of a broader strategy to improve water management practices in Assam, thereby promoting ecological balance and supporting livelihoods dependent on these resources.

Additional Cabinet Decisions and Initiatives

The Cabinet also approved a rental model for the construction of a modern laboratory and associated infrastructure for the Spices Board in Ulubari, Guwahati. The Agriculture Department, in conjunction with the Public Works Department (Building), will be responsible for executing the construction based on the specifications provided by the Spices Board. This initiative aims to support the agro-based economy in Assam.

Furthermore, the Cabinet agreed on the State Capital Investment Subsidy for qualifying manufacturing units under the Uttar Poorva Transformative Industrialisation Scheme (UNNATI) for 2024. This subsidy is particularly aimed at units that could not complete registration by the extended deadline of September 30, 2026, thus providing them an opportunity for financial assistance.

In a gesture of support to recipients of the Orunodoi scheme, the Cabinet announced an increased monthly incentive of Rs 1,500 for October as part of the Durga Puja celebrations, up from the usual Rs 1,250. Additionally, a bonus of 20 per cent was approved for eligible workers and employees in tea gardens managed by the Assam Tea Corporation Limited (ATCL).

Finally, the Cabinet declared October 17, 2026, as an additional holiday for Durga Puja, complementing the four previously established holidays. This decision reflects the government’s recognition of the cultural significance of the festival in the region and aims to provide residents with an extended period for celebration.
