Army Chief General Dhiraj Seth Meets Nepal PM Balendra Shah to Strengthen Military Ties

The CSR Journal Magazine

Indian Army Chief General Dhiraj Seth met with Prime Minister and Defence Minister of Nepal, Balendra Shah, on August 17, 2026, during his official visit to the country, which lasted until August 19. The meeting focused on various issues of mutual interest and explored avenues for enhancing military ties between India and Nepal. This visit aligns with the tradition of bestowing the honorary rank of General, which has been maintained between the two nations since 1950.

Discussions on Bilateral Relations

The discussions took place at the Office of the Prime Minister and Council of Ministers in Singha Durbar. According to sources from the Prime Minister’s secretariat, the dialogue centred on strengthening bilateral military relations. The meeting also highlighted the evolving dynamics in India-Nepal relations, particularly in light of recent diplomatic shifts. General Seth’s presence, accompanied by Indian Ambassador Naveen Srivastava, underscored the commitment to traditional friendship, despite recent tension.

General Seth’s trip included discussions held earlier with General Ashok Raj Sigdel of the Nepali Army. The two generals exchanged insights on several key military matters, reinforcing the existing defence relationship shaped by shared values and mutual trust. Such meetings aim to reaffirm the longstanding ties between the two countries amid the current unease.

This meeting follows Prime Minister Shah’s earlier one-on-one interaction with Ambassador Srivastava, where he emphasised the importance of deepening the historic ties between Nepal and India. This represents a notable shift in Shah’s approach, as he had previously opted to avoid private meetings with foreign ambassadors.

Political Context and Ongoing Issues

Recent months have seen changes in Nepal’s foreign policy, with Shah not travelling to India or China since taking office. The former prime minister, K P Sharma Oli, had also started his tenure with a visit to China, deviating from the custom of engaging with India first. In a public address, Shah acknowledged ongoing discussions regarding territorial disputes involving the regions of Lipulekh, Limpiyadhura, and Kalapani, highlighting the complexity of India-Nepal relations.

In response to a statement by Shah concerning encroaching territorial issues, the Indian government rejected the notion of involving third parties in resolving boundary disputes, reasserting India’s claims over the contested areas. As diplomatic relations are navigated, it remains critical for both countries to maintain open channels of communication.

Recently, Rabi Lamichhane, chairman of Nepal’s ruling Rastriya Swatantra Party, visited India and held discussions with prominent Indian officials. This underscores a continued interest in navigating diplomatic relations while tackling sensitive issues. Reports suggest that General Seth also participated in cultural observances, including prayers at the Pashupatinath Temple in Kathmandu, reflecting an engagement beyond military dimensions.

Future Implications for India-Nepal Relations

The visit by General Dhiraj Seth signifies ongoing military cooperation and the importance that both nations place on their defence ties, particularly during a period marked by political sensitivity. As both countries seek stability, the establishment of robust defence relationships will be crucial in addressing emerging challenges and ensuring a collaborative approach in regional security.

General Seth’s discussions with Nepal’s leadership illustrate the commitment to fostering a partnership based on mutual respect and understanding. While historical ties are valued, both nations are keen on resolving outstanding issues to promote stability in their bilateral relations moving forward.
