Uttar Pradesh has become the leading contributor to the expansion of rural tap-water access in India under the Jal Jeevan Mission, achieving over 2.36 crore connections. This initiative has been a critical part of the government’s objective to provide piped drinking water to every rural household throughout the country. Launched on August 15, 2019, the mission has aimed to significantly increase the availability of potable water via functional tap connections.

The endeavour began with only 3.23 crore of India’s approximately 19.36 crore rural households equipped with tap-water connections, representing about 16.7 per cent. As of March 2025, this number is projected to rise to around 15.54 crore households, equating to 80.29 per cent of the rural households across the nation, reflecting significant progress in meeting the mission’s goals.

Uttar Pradesh, with its expansive rural population, plays an essential role in the success of this initiative. The progress made in the state is critical, as it aims for complete tap-water connections for all 2.62 crore rural households by 2028, necessitating an extensive network of pipelines and infrastructure to support this effort.

Infrastructure Developments Under the Mission

To enhance its water supply network, Uttar Pradesh has laid approximately 5.07 lakh km of pipelines across its villages. By early 2026, more than 26,000 villages in the state were certified under the Har Ghar Jal programme, indicating that each household in those specific villages reportedly had access to tap water.

The infrastructure development does not solely focus on installation; it equally addresses the pressing need for a reliable water supply system. This requires ensuring access to dependable water sources, implementing effective treatment and pumping capacities, and maintaining ongoing infrastructure support.

Additionally, Uttar Pradesh has incorporated the Jal Saarthi mobile application, which facilitates live, village-level monitoring of water supply initiatives. This move aims to ensure that the constructed infrastructure remains functional and efficient over time.

Extension of Jal Jeevan Mission and Future Challenges

In March 2026, the Union Cabinet decided to extend the Jal Jeevan Mission until December 2028, restructuring it as JJM 2.0. The overall budget for the mission was increased to Rs 8.69 lakh crore, including a central allocation of Rs 3.59 lakh crore. This reformed programme emphasises structural reforms and reliable service delivery for water supplies.

The extended timeline allows Uttar Pradesh additional time to connect the numerous households that remain without tap access. While the achievements thus far are commendable, the future challenge lies in ensuring that these connections provide ongoing and reliable access to safe drinking water.

For Uttar Pradesh, achieving universal coverage goes beyond merely laying the pipelines. The state must also focus on maintaining the quality and sustainability of water sources and infrastructure over the long term. The upcoming years will be crucial in determining whether the current advancements lead to sustainable water supply solutions for all rural households.
