The decision by Tamil Nadu Chief Minister Vijay to abandon the proposed greenfield airport at Parandur has elicited significant backlash from opposition leaders. They assert that this cancellation, coupled with the absence of an alternative location, could substantially delay the establishment of Chennai’s second airport, thereby hindering the state’s overall development.

K Annamalai, a former BJP leader, emphasised the need for prompt identification of a new site, warning that continued delays could set Tamil Nadu’s growth back by at least ten years. He remarked that the government should have outlined an alternative plan alongside the announcement to scrap the Parandur project, highlighting the long-term consequences of such oversight.

Annamalai further described the cancellation as an “opportunity cost” that could stunt future progress, stressing the importance of a second airport due to the inadequacy of Chennai’s current airport, which already ranks behind others in passenger-handling capacity.

Political Ramifications and Concerns

Former Chief Minister MK Stalin also vocalised his discontent regarding the government’s decision, labelling it an “irreversible setback” for the state’s growth. Stalin argued that the choice to abandon the Parandur project would negatively impact Tamil Nadu’s interests, which should not be compromised for political motives.

He highlighted the significance of a modern airport for Chennai, particularly given the state’s leadership in key sectors such as electronics and automobiles. According to his statements, the Parandur site was chosen after thorough evaluation, with preliminary preparations nearing completion, and restarting the process elsewhere would only impede growth.

The cancellation adds to the mounting pressure from various sectors advocating for enhanced infrastructure to support Chennai’s increasing economic demands, as other states continue to advance their development projects.

Government’s Position on Project Cancellation

Chief Minister Vijay recently announced in the Assembly that the government would abandon the Parandur project due to strong local opposition and significant environmental challenges. He indicated that around fifty-five per cent of the designated land consisted of vital waterbodies and wetlands, which would pose serious operational risks for aviation.

The Chief Minister reiterated the government’s commitment to finding a suitable alternative site that would not disrupt local communities. He asserted that any new location would undergo detailed feasibility studies to ensure it would support both the metropolitan area’s growth and the state’s economic ambitions.

In addition to announcing plans for a new airport, Vijay detailed an initiative to expand Chennai International Airport by adding a fifth terminal, aimed at boosting its annual capacity. This initiative is expected to be followed by ongoing work on a third terminal, ultimately enabling the airport to handle up to thirty-five million passengers yearly.

The Parandur airport project, launched by the previous government in 2022, was intended to serve as a major secondary airport for Chennai and its expanding suburbs, estimated to require approximately Rs 27,400 crore investment over more than 5,700 acres. However, it faced considerable opposition from local farmers and environmental groups, who raised concerns over displacement and livelihoods.

Technical assessments also raised alarms about the site’s suitability due to its geographical makeup, as significant portions of the proposed area were identified as wetlands. The combination of these factors led to ongoing protests, illustrating the complex challenges faced in infrastructure planning amid local and environmental considerations.
