The Ultimate CSR Report of Central Coalfields Ltd (CCL) for FY24

CCL is a significant coal producer in India, contributing to the state’s economy and fulfilling a substantial portion of the country’s energy needs. Formed on 1st November 1975, Central Coalfields Limited or CCL (formerly National Coal Development Corporation Ltd) was one of the first five subsidiaries of Coal India Ltd. which was the first holding company for coal in the country.

CCL is responsible for managing the nationalized coal mines in the central division. Its headquarters are in Darbhanga House, Ranchi, Jharkhand. CCL is a significant coal producer in India, contributing to the state’s economy and fulfilling a substantial portion of the country’s energy needs. CCL also emphasizes sustainable development, including environmental protection and community development initiatives, which are integral to its operations.

During 2023-24, coal production of CCL reached its highest-ever figure of 86.054 million tonnes. Central Coalfields Limited’s (CCL) coal mines are located in Jharkhand, West Bengal, Chhattisgarh, and Odisha.

CSR Spending by CCL in FY 2023-24

In the FY 2023-24, the coal PSU spent Rs 61.91 crores on CSR initiatives with a focus on sports, eradicating poverty, education, environmental sustainability, healthcare and sanitation and rural development.

CSR for Education: CCL Ke Lal & CCL Ki Laadli

Running since 2012, CCL’s flagship CSR programme “CCL Ke Lal & CCL Ki Laadli” provides opportunity to the meritorious children from underprivileged background to get admission in top engineering colleges of India. Each year, 40 students (20 girls & 20 boys) are selected on the basis of merit and provided free lodging, boarding, +2 schooling, and coaching for IIT and other engineering entrance examinations from IITian officers of CCL. The alumni are placed in premier corporates of the country and presenting turn around stories inspiring other village children.

Till date, eight batches of CCL KE LAL and four Batches of CCL KI LAADLI have passed out successfully from the scheme. Approximately 230 students have been benefitted from the scheme under Ranchi main centre and 3 VC Centres (Barkakana, NK, Dhori).

CCL has signed an MoU with the Department of Education, Government of Jharkhand, to construct a 5000- seater state library in Ranchi University, Ranchi with a project outlay of Rs. 65.25 Cr, with reading hall, e-resource and journal section, conference room, meditation centre etc. for the study, research, preparation for competitive exams by the students of Jharkhand. The construction commenced in 2023 and is in progress.

Mid-day meals and college bus for students in Jharkhand’s Ramgarh

CCL has engaged Akshaya Patra Foundation to establish a Centralized Kitchen in Jharkhand’s Ramgarh district, with an outlay of Rs 22.09 Crore. The project provides mid-day meal to 50000 students of 538 government schools of the district. The construction commenced in 2023 and is in progress.

To facilitate underprivileged students travelling from remote places to pursue education in Central University of Jharkhand, CCL has funded for two buses for the students of Central University of Jharkhand.

CCL COVID Crisis Scholarship Scheme

To facilitate continuation of education of children who have lost their parents or the primary earning members of the family due to COVID, CCL started a COVID Crisis Scholarship Scheme in 2022. 179 students studying in Class I to Undergraduate courses belonging to districts linked to CCL command areas have been given annual scholarship of Rs.20,000 – Rs.50,000 for two consecutive years.

CSR News: Smart Classrooms inaugurated under Coal India’s CSR initiative

Government schools in Jharkhand now boast of digital classrooms, all thanks to a Corporate Social Responsibility (CSR) initiative of Coal India. The digital classrooms were inaugurated by Coal Ministry Secretary Vikram Dev Dutt in January this year. The smart classrooms have been installed under ‘Digi Vidya’, a CSR initiative of Coal India subsidiaries.

Central Coalfields Limited (CCL) is implementing Digi Vidya in 193 schools, situated in Chatra, Bokaro, Ramgarh, Pakur, Hazaribagh, Latehar, Ranchi and Giridih.

The purpose of Coal India’s CSR programme ‘Digi Vidya’ is to ensure that students of schools situated in mining areas of eight states where CIL’s subsidiaries operate should get quality education. In the first phase, 272 government schools were upgraded under Digi Vidya with Smart classrooms. More schools will be added in upcoming phases.

CSR for Healthcare

The health-related CSR Activities taken up under CCL are categorized into the following:

Initiated in 2013, so far, around 4000 camps have been organized in 12 years (48 villages) under the CCL CSR health related initiatives which has benefitted approximately 842933 beneficiaries. At least one health camp is organised in each of these adopted villages every month by the concerned area.

For the medical health camps, in-house medical team of doctors and nurses are engaged in such health camps. These facilities are provided at different fronts and multiple levels to reach out to maximum beneficiaries in the designated project areas (command areas).

Naivedyam Programme

‘Naivedyam Programme’ implemented through Rajkumari Foundation, a malnutrition Treatment Van has been procured, modified and equipped with Cooking utensils, vessels and Anthropometric equipment to conduct screening of the children in remote locations of Ranchi district to diagnose malnutrition, and make necessary arrangement to provide Nutritional meal to Children diagnosed with malnutrition.

CSR for Sports — Jharkhand State Sports Promotion Society

Central Coalfields Ltd in partnership with State Govt of Jharkhand established the Jharkhand State Sports Promotion Society in the year 2016. In the first batch, 78 sports cadets were admitted from various Districts of Jharkhand. In the year 2016-17, 100 more Sports Cadets were added. Currently, the academy hosts 286 sports cadets (Boys 131, Girls: 155 girls) who were selected through a rigorous statewide talent hunt.

About 97% of the academy sports cadets are Tribals and OBCs from remote villages of almost all 24 districts of Jharkhand. The cadets are provided free boarding, lodging, sports training, schooling etc in the sprawling campus at Khelgaon, Ranchi along with a monthly stipend of Rs 500.

The Academy is presently managed by a Local Management Committee (LMC) of Officers from Central Coalfields Ltd (CIL). Coaches of international repute have been selected from across the Country. They have led the Indian contingent in Olympics, Sr World Championship, Commonwealth Games and Asian Games in their respective areas of specialisation. Sports disciplines like Athletics, Archery, Football, Taekwondo, Wrestling, Judo, Hockey, Boxing, Weight Lifting, Shooting, Synchronised Diving, Swimming and Table Tennis are taught here.

CSR for Animal Welfare— Hospital on Wheels

In May 2023, CCL launched first-ever “Hospital on Wheels” for stray animals under new CSR initiative in Jharkhand. The inaugural function was held at CCL, Darbhanga House, Ranchi. The vehicle equipped with modern facilities is aimed at providing crucial veterinary care to stray animals which are neglected and need attention. Equipped with state-of-the-art medical equipment and staffed by compassionate veterinarians, the hospital will bring healthcare directly to the streets, parks, villages and neighbourhoods where these vulnerable creatures reside.

This CSR initiative of CCL not only offers round-the-clock medical attention to stray animals in Ranchi but also visits different command districts of CCL to immunise, sterilise and conduct sensitisation cum awareness campaigns for the villagers.

CSR for Skill Development — Handloom Cluster Development for Tribal women

In collaboration with Marsal Pratmik Bunkar Sahyog Samiti of Santhal tribal women working in handloom weaving, CCL has supported for set up of 25 new looms and training of 75 local Santhal tribal women on Handloom and Natural Dye in Tapin, Hazaribagh. Natural dyeing is utilized in the manufacturing process to make the finished product environmentally sustainable. It has resulted in increase in income of the tribal women.

Training on plastic engineering from CIPET

After witnessing the success of training programs conducted through CIPET in the previous years and considering the demand for the course among youths of command areas, CCL has taken up training of another 180 candidates in Plastic Processing/Injection moulding in the FY 2023-24. Out of 180 candidates, 85% of the candidates have been placed in reputed organizations across the country.

CSR for Community Welfare

In order to ensure adequate drinking water sources for villagers, CCL has been taking up bore wells/solar deep borewells, hand pumps, wells and water filters to improve access to clean water in remote rural areas of Jharkhand.

CCL has constructed individual house hold latrines in three districts of Jharkhand – Ranchi-East (latrines in 4481 houses), Bokaro (5846) and Hazaribagh (687).

Based on the request from the villagers living in mining affected areas of Hazaribagh Area, a CSR project has been proposed which is not only aimed at giving a training on mushroom cultivation to the 30 villagers, but also providing them support for marketing and packaging in Basantpur and nearby villages of Ramgarh district. The project would be implemented by YUVA, a registered society, working for the development if people in the region.

CSR for Environment — Tree Ambulance

Under this unique initiative, CCL has funded well equipped Tree Ambulances for diagnosis and treatment of infected trees helping longevity of forest around operational areas. The project is under implementation by RKDF University at a cost of Rs 51.09 lakhs in 3 years.

Construction of Ponds

For availability of water for general purpose, construction/renovation of ponds are taken up in villages situated in CCL command areas. 11 ponds were constructed/renovated during 2023-24 at a total cost of Rs.1.72 cr.

Promotion of green energy

With an objective to promote green energy, CCL has taken up initiatives like installation of solar roof top panels, solar street lights and household solar lights to reduce consumption of conventional energy.
