Telecom Regulations Change For SIM Card Issuance From August 24

The Department of Telecommunications (DoT) has announced new regulations regarding the issuance of mobile connections, set to take effect on August 24. According to the directive, telecom operators will no longer be permitted to issue new mobile connections to individuals who have already reached the maximum allowed limit of SIM cards registered in their name.

In an official circular, telecom service providers have been instructed to implement both technical and organisational measures to identify subscribers wishing to obtain connections beyond the designated limit. This decision aims to promote responsible usage of SIM cards across the network.

Maximum SIM Card Limit and Exceptions

Current regulations stipulate that an individual can hold up to nine mobile connections under their name across any telecom operator. However, this limit is reduced to six connections in specific regions, including Jammu and Kashmir, Assam, and the North-Eastern states. Consequently, acquiring SIM cards from various telecom operators will not enable a subscriber to exceed the total allowed number of mobile connections.

These new measures are designed to streamline the issuance process and ensure that the SIM card limits are adhered to by all users throughout India. This is part of a broader initiative to enforce compliance with telecom regulations.

Telecom operators will play a crucial role in enforcing these limits and will maintain oversight to ensure that subscribers are not able to exploit the system through multiple connections.

Monitoring Procedures for Telecom Operators

To enforce the new regulations, telecom operators have been directed to utilise the Digital Intelligence Platform (DIP). This platform is responsible for storing subscriber data submitted by telecom companies, including records of individuals who have reached the maximum number of permitted mobile connections.

With the introduction of this system, operators will be able to easily identify customers applying for new SIM cards after having already reached the limit. As of August 23, a representative image of each subscriber who has hit the prescribed limit will also be accessible on the DIP, aiding in the identification process.

This systematic approach anticipates reducing the chances of misuse for illicit purposes, by ensuring that all mobile connections are accounted for and managed appropriately.

Rationale Behind the Regulatory Changes

The government’s latest measures aim to enhance telecom security and diminish the potential for misuse of mobile connections. There are concerns regarding the use of multiple SIM cards under a single identity, which could be exploited for activities such as cybercrime and financial fraud.

By meticulously checking subscriber information across different telecom operators, the government seeks to restrict the number of mobile connections individuals can hold. This initiative signals the government’s commitment to maintaining a secure telecom environment throughout the country.

For individuals currently possessing nine registered connections, it will no longer be possible to acquire any additional SIM cards post-August 24. This restriction applies universally, regardless of how those connections are distributed among different operators. The DoT has mandated telecom service providers to strictly adhere to this new limit moving forward.
