It occupied approximately 55 square yards of land and consisted of four floors above ground and a basement. On September 6, 2026, around 1.30 pm, the building collapsed while renovation or construction activities were allegedly underway, leading to the death of seven individuals and the hospitalisation of several others.

Initial reports indicate that repair works in or around the basement may have contributed to the collapse, compounded by water accumulation beforehand. Investigations are ongoing to ascertain the definitive cause of the tragedy. The Delhi Police has initiated legal proceedings against the property owner and several others, citing charges related to culpable homicide and public safety violations.

The property owner was apprehended in Rajasthan shortly after the incident, and additional family members were taken into custody for their alleged roles in the affair. The Supreme Court’s inquiry embodies a more extensive review of existing building practices and enforcement measures in the capital, as noted in a previous order on March 25, 2026, that has already acknowledged ongoing violations of building bye-laws.

This incident raises alarm regarding the safety of paying guest accommodations across not only Satya Niketan but also in neighbouring college-filled areas of Delhi. As the site has evolved into a prime location for student housing featuring numerous hostels and commercial venues, the necessity for compliance with safety regulations has become increasingly critical following this tragedy.

The Amicus Curiae referenced a past ruling in the case of Rajendra Kumar Barjatya vs Uttar Pradesh Awas Evam Vikas Parishad, where the Supreme Court previously admonished unauthorised construction and directed stricter adherence to building regulations. Additionally, the Delhi High Court is actively investigating the regulatory frameworks in place surrounding PG hostels and has mandated inspections to ensure compliance with prescribed building plans.

Proposals for Broader Inspections of Student Accommodation

In light of the Satya Niketan incident, the Amicus has advocated for a comprehensive inspection of paying guest accommodations and related student facilities across Delhi. This initiative aims to ensure that structures conform to sanctioned plans, verify construction completions, and assess conditions related to structural integrity, fire safety, and general maintenance.

The suggested inspections would also focus on land use compliance, as well as safety measures concerning access and exits, and identifying any hazardous or dilapidated conditions. The goal is to extend the Supreme Court’s oversight from Satya Niketan to encompass a city-wide analysis of regulatory compliance regarding student housing.
