UK PM Andy Burnham Calls for Urgent Investment in Youth Employment

The CSR Journal Magazine

Prime Minister Andy Burnham has emphasised the urgent need for the UK to invest in its youth, citing a significant crisis in youth employment and training. He noted that nearly one million young individuals are currently not engaged in education, employment, or training, a situation he described as both an economic catastrophe and a moral failure. In an opinion piece published in the Times, Burnham argued for a shift in government priorities, advocating for proactive support rather than reactive welfare measures.

Burnham’s comments come ahead of an expected government announcement detailing plans to create thousands of job opportunities for young people. He contended that the current benefits system often serves as a fallback rather than a starting point for youth, which he believes perpetuates a cycle of dependency. His call to action aims to redirect resources towards empowering young people to achieve their ambitions.

According to the latest statistics from the Office for National Statistics, there are approximately one million individuals aged 16 to 24 classified as NEETs—those not in education, employment, or training. Burnham stated that this figure reflects a generation being deprived of opportunities to progress in life, which he described as a pressing issue that requires immediate attention.

Factors Contributing to the NEET Crisis

In his article, Burnham identified several factors contributing to the NEET crisis, including the impact of two years of Covid lockdowns, the pervasive influence of social media on young people’s confidence, and an education system that prioritises university pathways over vocational training. He also cited a lack of job opportunities in the current market and failures of previous administrations as significant contributors to the problem.

Burnham critiqued the existing welfare system, stating that it typically provides minimal support for young people seeking employment. He highlighted the need for a fundamental change in approach, suggesting that the government should focus on understanding young people’s aspirations and providing the necessary resources to help them succeed. He affirmed that while a safety net should remain for those unable to work, the government has a responsibility to assist those who can work in finding employment.

In response to these challenges, the government is reportedly preparing to unveil plans for tens of thousands of new youth apprenticeships and placements across various sectors, including construction and professional services. These initiatives aim to create more pathways for young people to enter the workforce and gain valuable experience.

Future Plans and Recommendations

Burnham confirmed that a comprehensive review of youth employment and support will be published next month, pledging to take its recommendations seriously. The review, led by former health secretary Alan Milburn, advocates for reallocating funds from welfare to employment support, emphasising the need for more targeted assistance for young individuals seeking work.

Milburn has argued that the current system fails to meet the needs of young people, who are eager for job opportunities. He noted that government spending on benefits for young people is disproportionately high compared to investment in their employment, describing the current state of NEETs as “shameful.” His comments reflect a growing concern about the effectiveness of existing welfare policies in facilitating youth employment.

Chancellor John Healey, who is set to present his first budget on 28 October, has echoed the sentiment that the government bears a “moral duty” to address the challenges associated with youth unemployment. The upcoming budget may include measures aimed at improving job prospects for young people as part of a broader strategy to combat the NEET crisis.
