US Nears Conclusion of Trade Agreement with India, Says Marco Rubio

The CSR Journal Magazine

The United States is reportedly close to finalising a trade agreement with India, as stated by US Secretary of State Marco Rubio. His comments were made in the context of discussing how global energy supplies and national security considerations influence the US’s stance on sanctions related to Russian oil. Rubio come ahead of his scheduled meeting with India’s External Affairs Minister S. Jaishankar in Mumbai on October 20.

Factors Influencing US Decisions on Russian Oil Sanctions

In his address, Rubio elaborated on the various factors that the US considers when implementing waivers on sanctions against Russian oil and gas. He indicated that the impact on global energy supplies and prices is a significant concern. Rubio noted that the US has had to issue waivers in recent months due to these impacts, highlighting the complexities involved in energy procurement for different nations.

Rubio further explained that each country faces unique challenges in securing energy from alternative sources, which must be taken into account when making foreign policy decisions. He emphasised that while these challenges are not excuses for policy delays, they are essential considerations in the broader context of national security.

Additionally, Rubio connected the ongoing trade negotiations with India to these national security considerations, suggesting that the outcomes of the trade discussions may also be influenced by the US’s energy policies.

Progress on India-US Trade Agreement

Rubio’s comments coincide with ongoing efforts between India and the US to finalise a bilateral trade agreement. Indian Commerce and Industry Minister Piyush Goyal recently announced that the first phase of this trade pact has been completed and is currently undergoing legal drafting. Goyal expressed optimism about concluding the process shortly, stating that the agreement is moving towards finalisation.

At an event in New Delhi, Goyal mentioned that the initial tranche of the US-India bilateral trade agreement has been finalised, and they are working on the legal aspects. He indicated that the government aims to operationalise the agreement once they secure a competitive advantage over other nations. This follows the announcement of a framework for an interim trade deal made in February, although the agreement has yet to be put into action due to extended negotiations.

Goyal has previously remarked that evolving global circumstances must be considered in the final stages of the pact. On October 14, he characterised India-US relations as “very good” and noted that he does not anticipate any issues in bilateral ties, despite the delays in finalising the trade agreement.

Upcoming Meeting to Discuss Bilateral Cooperation

The upcoming meeting between Jaishankar and Rubio is expected to address several key areas of bilateral cooperation, including energy, trade and investment, defence, and critical and emerging technologies. According to Ministry of External Affairs spokesperson Randhir Jaiswal, these discussions are crucial as both nations aim to enhance their trade negotiations and strengthen collaboration across various sectors.

This meeting is seen as an important step towards advancing the ongoing trade discussions and fostering closer ties between the two countries. Both the US and India are keen to establish a robust framework for cooperation that addresses contemporary challenges and opportunities in the global landscape.

As the two nations work towards finalising the trade agreement, the outcomes of the discussions on October 20 may play a pivotal role in shaping future relations and economic collaboration between India and the United States.
