S. Jaishankar has arrived in Paro, Bhutan, on September 16, as part of his scheduled official visit from September 16 to 17. The visit aims to advance the longstanding friendship between India and Bhutan. Jaishankar expressed his enthusiasm through a post on X, saying, “Kuzuzangpo la Bhutan! Delighted to arrive in Paro today,” and extended thanks to Bhutan’s Foreign Minister, Lyonpo D. N. Dhungyel, for the warm welcome.

Bilateral Discussions Planned During the Visit

The Ministry of External Affairs (MEA) highlighted that this visit is part of India’s commitment to its ‘Neighbourhood First’ policy. As a part of these efforts, Jaishankar’s engagements will focus on various areas of collaboration that are beneficial for both countries. The visit aims to maintain and enhance the existing cooperative framework that India and Bhutan have built over the years.

In a recent example of India-Bhutan collaboration, a high-level meeting regarding trans-border rivers took place in New Delhi in August. This meeting was led by the Bhutanese delegation, headed by Lyonpo Gem Tshering, Minister for Energy & Natural Resources, and included representatives from India’s Jal Shakti Ministry.

Focus on Water Resource Management

During the August meeting, both delegations reviewed their ongoing cooperation in water resource management, particularly concerning trans-border rivers. Specific discussions revolved around aspects such as flood forecasting, hydrological data sharing, and the overall management of flood risks. This collaboration aims to ensure that both nations can effectively manage their shared water resources.

Additionally, the Ministers assessed the progress of the Punatsangchhu-I Hydroelectric Project, a significant initiative being carried out in collaboration with India. They deliberated on the project’s timely implementation and explored measures that would enable its efficient progress.

Discussions also included recommendations for upgrading and enhancing Bhutan’s hydro-meteorological network. Both sides agreed to strengthen their existing frameworks for hydrological data sharing, emphasising shared commitment to sustainable management practices of transboundary water resources.

A Commitment to Future Cooperation

The meeting in August reaffirmed both countries’ commitment to a mutually beneficial approach to managing transboundary water resources. The emphasis was placed on developing enduring technical collaborations and fostering mutual trust through regular interactions.

The outcomes of these meetings signal a deepening of bilateral cooperation in vital areas, establishing mechanisms for continuous dialogue. As Jaishankar starts his visit and engages with leaders in Bhutan, the underlying objective is clear: to bolster the historically close ties that exist between India and Bhutan.

This visit, along with previous engagements, will contribute to a strengthened partnership that aims to address emerging challenges while building on the successes of the past.
