Odisha Launches New Tourism Portal and Investment System

The CSR Journal Magazine

Odisha’s Chief Minister Mohan Charan Majhi announced the launch of the Odisha Tourism Investment Incentive Management System along with a new tourism portal aimed at promoting the state as a global destination on Saturday. The event took place during the seventh edition of the Odisha Travel Bazaar, which saw participation from investors and representatives of the hospitality sector, both domestic and international.

Majhi expressed his vision of positioning tourism as a major driver of economic development and job creation within the state. He acknowledged recent policy changes aimed at expediting investments in the tourism sector and enhancing infrastructure. These policy reforms include the Odisha Tourism (Amendment) Policy, 2026, which streamlines regulations for the hotel industry, increases capital subsidy limits, and establishes a dedicated land bank.

Among the changes, the Chief Minister highlighted the reduction of the minimum room requirement for star hotels from fifty to ten, a move designed to stimulate growth in the sector. Furthermore, the capital subsidy cap has surged from Rs 20 crore to Rs 120 crore, underlining the government’s commitment to improving tourism infrastructure.

Focus on Safety and Infrastructure Development

Majhi affirmed that safety measures at primary tourist sites and beaches have been prioritised, with plans to deploy Tourist Police and Destination Managers across twenty-nine major sites. In addition, the state will station one thousand lifeguards along its expansive beaches, reinforcing the commitment to tourist safety and security.

The Chief Minister elaborated on the distinct identity Odisha has carved on the global tourism map, citing its 575-kilometre coastline, rich cultural heritage, and diverse architectural heritage as key attractions. He invited both domestic and foreign investors to seize opportunities in the tourism sector and foster respect and hospitality, resonating with the state’s traditional ethos of “Atithi Devo Bhava,” which emphasises the guest’s importance.

Budget allocations play a significant role in these developments, as the state government has approved a substantial Rs 1,500 crore budget for tourism infrastructure from 2026 to 2031. This is likely to facilitate the establishment of new hotels and resorts to enhance the overall visitor experience.

Cultural Heritage and Sustainable Tourism Ecosystem

Deputy Chief Minister Pravati Parida underscored the significance of Odisha’s offerings, describing the state not just as a tourist destination but as a provider of a unique global experience. She highlighted the distinctive Buddhist heritage, traditional handlooms, and ecological treasures such as the vast Chilika Lake, asserting that these elements signify the state’s commitment to sustainable tourism development.

Parida stated that the state government is actively creating an ecosystem that supports sustainable tourism, aimed at generating employment and enhancing skill development opportunities. This focus on sustainability is viewed as essential for maintaining the authenticity of Odisha’s cultural heritage while catering to tourists.

Former Indian cricket captain Kapil Dev, who attended the launch event, remarked on the interconnection between sports and tourism. He acknowledged that India’s increasing success in international athletic events has contributed to the country’s global visibility. Dev posited that Odisha could evolve into a premier hub for sports alongside its growing tourism sector.
