Manipur Government to Establish Committee Representing 36 Communities

The CSR Journal Magazine

The Chief Minister of Manipur, Yumnam Khemchand Singh, announced on Saturday that the state government will initiate the formation of a committee that will represent all 36 communities in Manipur. This decision follows a query from Prime Minister Narendra Modi regarding the existence of such a body aimed at fostering unity among the diverse groups in the state. Singh made this announcement during a felicitation ceremony held at the Chief Minister’s Secretariat, where he honoured hill chiefs from various tribes.

The event coincided with the inauguration of the Hill (Tribal) Chiefs’ Guest House at the Palace Compound in Imphal, which is part of the ongoing Mera Hou Chongba Festival 2026. Singh expressed his intention to consult with Maharaja Leishemba Sanajaoba and all Members of the Legislative Assembly (MLAs) regarding the proposed committee. He encouraged public support for its establishment, emphasising the committee’s goal of promoting peace, harmony, and inclusive development across the state.

Objectives of the Proposed Committee

Singh highlighted the importance of fostering cohesion among the diverse ethnic communities in Manipur, which is home to a rich tapestry of cultures. He expressed optimism that the ongoing Mera Hou Chongba Festival would serve as a catalyst for peace and prosperity, further strengthening the bonds of brotherhood and unity among the people. The festival is traditionally centred around themes of unity, brotherhood, and harmony.

He noted that the newly inaugurated guest house aims to enhance relationships between the hill and valley communities, facilitating greater interaction during cultural events. Singh recalled the historical significance of the Maharaja of Manipur, who reportedly spent over 100 days annually in the hill areas, reinforcing the idea of mutual trust and understanding among the communities.

In his address, Singh reiterated that all 36 communities have played a vital role in the preservation and protection of Manipur’s heritage. He underscored the need to uphold this legacy through collaborative efforts and a commitment to peace and understanding.

Details of the Hill Chiefs’ Guest House

Maharaja Leishemba Sanajaoba, addressing the gathering, remarked on the historical challenges faced by individuals travelling from hill areas to participate in the Mera Hou Chongba Festival. He noted that in previous years, visitors had to rely on hotel accommodations. This year, however, hill chiefs will have the opportunity to gather at the newly established guest house, which is expected to enhance the festival experience.

Sanajaoba stated that the people of Manipur would remember the government’s initiative to create this facility, which aims to provide comfortable accommodation for visitors from the hill regions travelling to Imphal. The guest house is anticipated to encourage increased interaction during cultural celebrations.

The Hill (Tribal) Chiefs’ Guest House has been constructed at an estimated cost of ₹7.1238 crore, funded under the North Eastern Council (NEC) scheme. The Ministry of Development of North Eastern Region (DoNER) provided the financial backing, while the Department of Tourism, Government of Manipur, is responsible for implementing the project. The construction was executed by the Manipur Police Housing Corporation Ltd., based in Imphal.
