NCERT Class 9 Textbook Highlights Mahatma Gandhi’s Concept of Ram Rajya as Ideal Governance

The National Council of Educational Research and Training (NCERT) has released a new Class 9 social science textbook that outlines Mahatma Gandhi’s vision of “Ram Rajya” as an exemplary model of governance. The textbook, titled “Understanding Society India and Beyond-Part 2,” was launched on Tuesday, six months into the current academic year. This initiative aims to enhance students’ understanding of governance through the integration of cultural and historical references.

Content and Structure of the Textbook

The chapter on “Governance and Public Policy,” which forms part of the new textbook, employs references from significant Indian texts such as the Ramayana and the Mahabharata to articulate the relationship between governance and social responsibility. In this context, governance is depicted not merely as the exertion of power, but as a commitment to societal welfare. The first part of the textbook was made available in June of this year.

A notable Sanskrit verse included in the chapter conveys this ethos: “Prajasukhe sukham rajnah, prajanam cha hite hitam,” which translates to the notion that the happiness and welfare of the ruler are intertwined with those of the populace. This underscores a pivotal principle of governance where the ruler’s welfare is directly tied to the well-being of the citizens.

The structure of the textbook is aligned with the National Curriculum Framework for School Education 2023 and incorporates directives from the National Education Policy 2020. In total, Part 2 includes six chapters that cover a variety of subjects, including history, geography, political science, and economics.

Gandhi’s Vision and Its Relevance

The chapter elaborates on the idea that throughout Indian history, governance was envisioned as a “sacred responsibility.” It maintains that good governance should not solely be judged by the ruler’s power, but by the ensuing peace, justice, and prosperity within society. Such insights present a nuanced approach to the principles of governance, rooted in India’s cultural heritage.

The inclusion of these themes in educational material aligns with efforts to foreground public welfare, justice, and moral responsibility in governance discussions. The NCERT’s approach aims to help students comprehend the importance of ethical leadership in today’s context, drawing upon India’s rich historical narratives.
