The Lok Sabha has initiated discussions on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026. Parliamentary Affairs Minister Kiren Rijiju announced on July 28 that the government is willing to potentially extend the debate beyond the scheduled six hours to accommodate additional discussion time, if necessary.

Rijiju mentioned that he had consulted with leaders from various political parties, including the Congress, Samajwadi Party, DMK, and NCP, who collectively agreed to extend the discussion by two hours, bringing the total to eight hours. He expressed readiness to consider further extensions if required, emphasising the importance of thoroughly deliberating the proposed amendments.

During the proceedings, Rijiju affirmed that should more discussion time be necessary, the government would cooperate. He stated, “If you require extra time, we are prepared to extend the discussion to ten hours.” This adaptability reflects the government’s commitment to comprehensively addressing the concerns surrounding the bill.

Overview of the Amendment Bill

The Union Minister of State, Jitendra Singh, initiated the debate concerning the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026. Singh described this amendment as crucial legislation aimed at bettering the examination system to protect the future of students. He referred to the previous 2024 legislation as the first substantial step taken by the current government to safeguard students’ interests.

Singh characterised the bill as a significant milestone that guarantees the welfare of the youth. He stressed that the amendments are intended to enhance the credibility and transparency of the examination process while ensuring that students’ genuine efforts are appropriately recognised. The need for robust measures against paper leaks and examination malpractices has been accentuated by incidents occurring across various states.

According to Singh, this amendment serves as a reaffirmation of the government’s dedication to the youth of India. He highlighted the Prime Minister’s determination to prevent any compromises on the future prospects of the nation’s students. Singh underlined the importance of the legislation in promoting accountability within the public examination system.

Objectives and Significance of the Proposed Legislation

Singh articulated that the government recognised the necessity for exclusive legislation to tackle fraudulent activities in public examinations. The original Public Examinations (Prevention of Unfair Means) Act, 2024, was implemented earlier and had already begun addressing concerns related to examination integrity.

He elaborated on the key objectives of the 2024 Act, which included enhancing the credibility of exams and assuring students that their truthful efforts would lead to rewarding outcomes. These principles have informed the amendments proposed in 2026 aimed at further strengthening the regulatory framework and ensuring swift accountability for any infractions.

The new bill incorporates stringent penalties and categorises offences as cognisable and non-bailable, thereby intensifying the consequences for those involved in examination misconduct. Singh’s remarks also touched upon previous attempts to establish a unified testing system, with references to the formation of the National Testing Agency (NTA) in 2017 as part of this ongoing effort.

Singh concluded by praising prior administrations for their suggestions regarding common testing procedures while giving credit to the current leadership for completing long-standing initiatives in this area. His assertions highlight the government’s ongoing efforts to reform and improve public examination standards across the country.
