Himachal Pradesh Adjusts Toll Rates for 2026-27, Lowers Passenger Vehicle Charges to Rs 100

The Himachal Pradesh Government has announced a revision of its toll and entry tax framework for the fiscal year 2026-27, reflecting adjustments to previously established rates. This decision follows a thorough policy review that aims to provide relief to various vehicle categories. The earlier toll rates, published in the state gazette earlier in March, had proposed higher charges across all vehicle segments. The prescribed rates included Rs 130 per day for passenger vehicles accommodating up to 12+1 passengers, Rs 200 for light commercial passenger vehicles, and up to Rs 900 for oversized multi-axle vehicles.

Toll Rates for Passenger Vehicles Significantly Reduced

In response to protests within the Himachal Pradesh Legislative Assembly and a subsequent review by the Cabinet, the government has opted to lower the toll fee for passenger vehicles to Rs 100 per day. This new rate will also apply to vehicles registered outside Himachal Pradesh that can carry up to 12 passengers, which were previously subject to the higher Rs 130 fee. The original notification had outlined a structured toll regimen that included charges for various vehicle types, with varying rates for goods vehicles, light commercial goods vehicles, and heavy machinery.

Exemptions and Concessions Introduced for Local Residents

Additionally, the revised policy has broadened the scope of exemptions for light motor vehicles registered in Himachal Pradesh. This now includes both private and commercial vehicles, such as taxis, under the jurisdiction of the Motor Vehicles Act. Residents living close to toll booths have also been granted relief; they are now eligible to receive free concessional tokens if they reside within a five-kilometre radius, contingent upon verification through officially issued residence certificates.

Political Opposition and Public Sentiment Influence Changes

The rollback of the earlier toll increases has come in the wake of significant opposition protests led by the Bharatiya Janata Party. Critics argued that the original toll hike placed an excessive financial burden on commuters and transport operators. In light of the situation, Chief Minister Sukhvinder Singh Sukhu had assured members of the Assembly that the government would reassess the toll rates. Officials have noted that the newly revised toll structure seeks to strike a balance between generating revenue and ensuring public convenience, particularly for the local transport industry.

The updated toll rates and exemptions are set to take effect for the financial year 2026-27 at all designated toll barriers across Himachal Pradesh. This change marks a significant shift in the state’s approach to toll collection, prioritizing relief for residents and commuters while still addressing the need for revenue.
