Haryana CM Confirms Rs 100 Cr Allocation for SYL Canal, Counters Opposition Claims

In a recent assembly session focused on the 2026-27 budget estimates, Haryana Chief Minister Nayab Singh Saini refuted claims made by opposition party members regarding the absence of any reference to the Sutlej-Yamuna Link (SYL) canal in the budget documentation. Responding to their allegations, Saini clarified that the state government has included a provision of Rs 100 crore specifically for the canal’s construction in the upcoming budget.

During the assembly discussions, members of the Congress party expressed disappointment over what they termed a lack of mention of the SYL canal in the budget. They voiced concerns that for nearly six decades since Haryana’s inception, the state’s budgets consistently referenced the SYL canal. In response, Saini pointed to Volume III of the Budget 2026-27 documents, which details capital expenditure estimates, confirming the allocation on page 204.

Further addressing historical context, Saini noted that Congress’s budget speeches from 2005 to 2014 mentioned the SYL canal only twice, specifically in the fiscal years of 2005-06 and 2006-07. In the other eight speeches during that period, the term ‘SYL’ was entirely absent. He emphasized that during this decade, the provision for the canal amounted to merely Rs 10 lakh in the years 2013-14 and 2014-15, while no funds were allocated in the remaining eight years.

In contrast, the current administration has consistently allocated Rs 100 crore annually for the SYL canal from 2016-17 to 2025-26. Saini highlighted that in the Governor’s Address delivered on February 20, 2026, it was explicitly stated that the government is committed to safeguarding Haryana’s water rights and furthering the construction of the SYL canal.
