The recently adopted New Delhi Declaration highlights a strong commitment to combat security threats as a fundamental aspect of the BRICS agenda. Adopted unanimously on 12 September 2026, the declaration articulates a robust counter-terrorism strategy, reflecting India’s security priorities.

BRICS leaders condemned the terrorist attack that occurred in Jammu and Kashmir on 22 April 2025, which resulted in the loss of 26 lives. They underscored the necessity for accountability in terrorist acts and firmly opposed any association between terrorism and specific religions, nationalities, or civilisations.

Additionally, the declaration calls for the prompt finalisation and adoption of the UN Comprehensive Convention on International Terrorism (CCIT). Furthermore, it advocates for collective actions against UN-designated entities to enhance global security mechanisms.

Concerns regarding global polarisation and rising military expenditures were raised, with an emphasis on resolving disputes through dialogue, diplomacy, and preventative measures. The declaration urged restraint in West Asia, advocating for a ceasefire in Gaza and Lebanon as well as civilian protection measures.

Reforming Global Governance and the UN System

As part of commemorating two decades of BRICS, member nations have called for significant reforms in international organisations to align with modern multipolar challenges. A significant focus is on reforming the United Nations, particularly the UN Security Council.

The New Delhi Declaration supports comprehensive reform of the UN system, reinforcing the need for improved representation of developing nations from Africa, Asia, and Latin America within the UNSC. It highlights the aspirations of India and Brazil for more substantial roles in global governance.

Moreover, the declaration stresses the importance of geographical equity in UN leadership roles and acknowledges the historical lack of female representation at the level of UN Secretary-General. This essential reform points to a broader commitment to inclusion.

India-Centric Economic and Technological Initiatives

India’s influence is clearly reflected in the economic and technological strategies outlined in the New Delhi Declaration. The summit has promoted advancements in financial systems, particularly emphasizing the role of the BRICS Payment Task Force in developing efficient, low-cost cross-border payment solutions.

The establishment of a BRICS Risk Lab at the GIFT City International Financial Services Centre in Gujarat aims to strengthen regional reinsurance capabilities. Additionally, the India Centre for BRICS Industrial Competencies (ICBIC) has been formally launched to bolster industrial cooperation among member states.

In terms of digital advancements, the significant role of Digital Public Infrastructure (DPI) was recognised, signalling an intent to harness technology for equitable growth. Related proposals include the creation of a BRICS DPI repository, further highlighting India’s leadership in this area.

The inaugural BRICS SME Forum, held in Agra, was commended for proposing mechanisms to support micro, small, and medium enterprises (MSMEs), crucial for export-oriented growth. The Jaipur Consensus, aimed at developing an Invoice Discounting Mechanism, has also been welcomed for its potential to improve MSME working capital.

The declaration further incorporates Indian models in healthcare and environmental policy, with initiatives like the Mental Health and TCIM Training Hub, showcasing India’s commitment to global health solutions. The document also notes the Coalition for Disaster Resilient Infrastructure and the creation of the International Big Cats Alliance, reflecting substantial contributions to global biodiversity efforts.
