Dubai Police Use Digital Twin Technology to Crack Hit-and-Run Case

The Dubai Police General Department of Forensic Evidence and Criminology has recently integrated innovative Digital Twin technology into its investigative operations. This cutting-edge mechanism constructs a precise high-definition virtual representation of crime scenes, allowing detectives to assess locations with exceptional accuracy. By employing advanced 3D scanning and laser mapping techniques, law enforcement can navigate a digital version of the scene, which is effectively “frozen in time.” This allows investigators to thoroughly examine every aspect of the environment without physical presence.

Case Reclassification from Suicide to Hit-and-Run

In a notable case, Dubai Police effectively employed the Digital Twin technology to revise the initial assessment of a tragic incident involving a delivery rider on a bridge. Initially concluded as a suicide, further investigation enabled by digital reconstruction revealed that the rider’s motorcycle had been struck from behind by an unidentified vehicle leading to the fall. The analysis provided visual and scientific evidence that contradicted the original narrative, allowing the classification of the event as a hit-and-run rather than a self-inflicted act.

Additional Investigations Supported by Digital Twin Technology

The versatility of the Digital Twin system was also demonstrated in examining a structural collapse at a basement parking facility. What seemed like an unexplained collapse was attributed to recurring water leakage, which had progressively weakened the concrete supports. The use of scientific modelling enabled police to accurately identify the failure mechanisms involved in the collapse. This analysis not only aids in forensic investigations but also assists in understanding structural integrity issues.

Understanding Digital Twin Technology

Unlike conventional forensic approaches that largely depend on physical evidence and witness testimonials, the Digital Twin technology enables the creation of a virtual duplicate of a crime scene using state-of-the-art tools. This system synthesises 3D scanning, artificial intelligence, and real-time data analytics into an interactive digital environment for investigators. They can revisit the virtual setting continuously, analyse evidence from various perspectives, iterate hypotheses, and even simulate sequences of events without physically returning to the site. Moreover, these models are designed to be auditable and transparent, making them invaluable in courtroom proceedings, where evidence must withstand rigorous examination.

Implementation and Success Rates

The Digital Twin process consists of three main stages: comprehensive digital documentation of the scene, data refinement and enhancement, and the utilisation of advanced analytical tools to derive insightful models. Since its inception, this technology has clarified approximately 85 incidents, as noted by project managers within the Dubai Police. By virtually traversing through these scenarios, investigators are able to minimise errors, accelerate the analysis process, and present robust forensic conclusions in legal contexts.

Recognition and Future Directions in Smart Policing

The Digital Twin initiative has garnered significant acclaim, receiving a 7-star rating and being named the Best Innovative Project at the International Best Practices Competition (IBPC) 2025. It also secured the UAE Ideas Award 2025 for advancements in Smart Government and Digital Transformation. Senior police officials emphasise that the Digital Twin is part of a wider initiative to embed sophisticated technology and artificial intelligence across various domains of law enforcement in Dubai. This aligns with the strategic directive from leadership to enhance the efficiency and accuracy of criminal investigations, positioning Dubai Police as a global frontrunner in innovative law enforcement solutions.
