The Town Hall complex in Chandni Chowk, Delhi, is set for a significant redevelopment with an estimated investment of Rs 225 crore. On Sunday, an MoU was signed between the Delhi Tourism and Transportation Development Corporation (DTTDC) and the Municipal Corporation of Delhi (MCD) to facilitate this initiative. Chief Minister Rekha Gupta was present at the Delhi Secretariat during the signing ceremony. This project is being developed under the Swadesh Darshan 2.0 scheme, aimed specifically at enhancing heritage tourism in the area.

The redevelopment will cover approximately 12,180 square metres, encompassing the Town Hall, Press Building, and adjacent park. The complex, constructed between 1860 and 1866, previously served as the municipal headquarters until operations were relocated to the Dr SP Mukherjee Civic Centre in 2010. Since that time, many sections of the Town Hall have remained largely unused.

The historic significance of the Town Hall is underscored by its classification as a Grade-I structure. The latest redevelopment plans seek to rejuvenate this heritage site while promoting community spaces, cultural engagement, and improved tourist facilities.

Planned Features and Cultural Elements

The proposed redevelopment includes a variety of modern and cultural features, aimed at attracting both local residents and international visitors. Planned amenities consist of an immersive museum, themed galleries showcasing different eras of Delhi’s rich history, and temporary art galleries set to host seasonal exhibitions. Such additions are expected to enrich the overall visitor experience.

The plan also makes provisions for both hospitality and retail sectors. Future elements may include heritage stays and dedicated zones for flea markets. To facilitate recreational activities, a plug-and-play open amphitheatre is proposed, which will host live performances and cultural programmes. An integrated sports arena is also planned within the central courtyard.

This redevelopment project aims to retain the architectural integrity of the Town Hall and transform it into a vibrant cultural hub, appealing to a diverse audience. Future development may occur either through public investment or under a public-private partnership framework.

Implementation and Historical Context

The MoU is designed to simplify the process of securing necessary statutory approvals and to monitor the execution of the redevelopment. A Joint Working Group comprising representatives from the DTTDC and the MCD will conduct regular assessments of project progress. The initial duration of the MoU is set for 30 years and can be extended by another 30 years if both parties agree.

Heritage structures in Delhi, including the Town Hall, are categorised by the Heritage Conservation Committee, working alongside local civic authorities under the Unified Building Bye-Laws for Delhi. Since the complex became vacant in 2011-12, there have been at least five different redevelopment proposals, none of which have come to fruition. Earlier plans included transforming the site into a heritage hotel with a museum and a proposal backed by the Union Tourism Ministry for renovation, both of which failed to advance.

In 2023, the MCD attempted to convert the Town Hall into a civic history museum, signing MoUs with the Aga Khan Trust for structural restoration. However, those efforts were also unsuccessful. The current proposal focuses on breathing new life into this heritage landmark while ensuring it retains its historical character, aiming to solidify its role in enhancing cultural tourism in the area.
